Duties

At full performance, as a IT Cybersecurity Specialist (CYBERMGT), you will:
  • Oversee the development of systems and procedures for tracking and monitoring cybersecurity assessments and reports.
  • Formalize the catalog of existing cybersecurity assessment capabilities.
  • Maintain strategic assessment requirements.
  • Respond to specialized and ad hoc cybersecurity advisory requirements.
  • Analyze cybersecurity trends and studies to provide feedback on essential information assurance practices to headquarters and field sites.
  • Serve as a technical expert for activities related to information technology (IT) system platforms and/or operations.
  • Review, analyze, and evaluate project and program progress and performance and/or policies and directives.

  • This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This position requires a security clearance. Failure to obtain and maintain the required security clearance may result in the withdrawal of a job offer or removal.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • This position is NOT covered by the bargaining unit.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: Applicants must have IT-related experience demonstrating the following four competencies:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the competencies, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience includes, but is not limited to:GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service.

  • Supporting the development of systems and procedures for tracking and monitoring cybersecurity assessment reports, activities, and results.
  • Formalizing the catalog of existing cybersecurity assessment capabilities.
  • Maintaining and developing strategic assessment requirements.
  • Serving as a technical expert for activities related to information technology system platforms and/or operations, translating broad concepts and objectives into projects and programs developed for and used by company, nonprofit entity, or state or federal agency to support its programs and projects.
  • Reviewing, analyzing, and evaluating cybersecurity requirements, emerging threats, and department priorities for integration into the assessment process.


Specialized experience for this position is defined as:GS-15: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service.

FEDERAL REQUIRMENT FOR COVID-19 VACCINATION: As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. If you are selected for this position, you will be required to be vaccinated prior to onboarding, unless you request a legally required exception from this requirement. As part of onboarding, you will need to submit DOE's Certification of COVID-19 Vaccination for Prospective Federal Employees attesting to truthfulness that you are fully vaccinated prior to onboarding. Once onboard, you will then be required to provide proof of vaccination in DOE's MyEnergy system and certify the documentation you provide is true and correct under penalty of perjury. Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's MyEnergy system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

Education

  • There is no substitution of education for experience at the GS-14 or GS-15 level.
  • This job does not have an education qualification requirement.
