Duties

  • Performs O and M engineering involving maintenance, repair, upgrade, and operation of equipment and systems to infrastructure facilities, including utility systems, at a military installation utilizing a professional knowledge of civil engineering.
  • Determines short and long range requirements for replacement of existing complex and major facility and infrastructure systems, equipment, etc.
  • Serves as a consultant on all civil engineering aspects of projects and provides civil engineering support to trades and crafts shops.
  • In conjunction with the primary duty of O and M, on a less frequent basis performs work in the construction management, design, and programming/base development functions.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Work is principally sedentary, although there may be some walking, bending, climbing, or crawling involved in activities such as inspections of installed equipment or construction-stage visits.


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for the GS-0810 Engineering Series.

BASIC REQUREMENT OR INDIVIDUAL REQUIREMENT: GS-0810: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts with your application.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, Written Test, Specified Academic Courses, or Related Curriculum.

SPECIALIZED EXPERIENCE: Applicants must meet the basic education requirements for the GS-0810-12 and have at least one (1) year of specialized experience to the GS-11 (or higher) grade level or equivalent pay system (may have been obtained in the Federal service, military, or private sector). Examples of specialized experience includes knowledge of civil engineering concepts, principles, and practices applicable to a broad range of atypical or highly difficult facilities engineering assignments. Knowledge of other engineering disciplines, architecture, and related areas/functions. NOTE: You must submit a copy of transcripts with your application.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of civil engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture; a broad range of O&M engineering and construction standards, methods, practices, and techniques, materials, and equipment to ensure work is in compliance with regulations and standards; and the operations, products, services, needs, and goals of O&M programs and assigned organizations and related customers, functions, resources, and users.
2. Knowledge of standard contracting regulations, practices, and procedures; and work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
3. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
4. Knowledge of program planning and budgeting cycles, automated data processing concepts, financial control and budget systems, and management; and of environmental principles, practices, procedures, laws, regulations, and current legislative issues.
5. Ability to plan, conduct, lead, and record site/facility surveys and inspections; research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions; plan and organize work and coordinate with other engineering disciplines and architects.
6. Ability to communicate effectively both orally and in writing and maintain good working relations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
