Duties

  • You will work with a Working Capital Fund (WCF) and apply the financial principles, theories and techniques related to the WCF while performing daily workload and applying business rules.
  • You will serve as a Financial Analyst and the technical expert for civilian pay.
  • You will make determinations and recommendations for fiduciary functions.
  • You will process difficult and complex problems and procedures regarding areas such as reconciliations, unmatched disbursements, travel requests and claims, and civilian pay.
  • You will process data cleanup and resolution of problem transactions.
  • You will utilize, interpret, and analyze data from systems of the Warfare Center-mandated local standard systems and research projects where applicable such as Tri-Annual Review Tool (TART) and Enterprise Data Warehouse (EDW).
  • You will obtain data from and/or use automated tools and external systems including Navy Enterprise Resource Planning, Defense Civilian Payroll System, Defense Civilian Personnel Data System, Defense Travel System or other financial systems.
  • You will establish and maintain civilian employee payroll records and process adjustments to employee information when required.
  • You will process complex problems concerning leave and pay entitlements for employees.
  • You will research questions and computations regarding salary, gross pay, deductions and retroactive pay.
  • You will interface with the Defense Finance and Accounting Service (DFAS) in researching, analyzing and resolving issues for employee audits.
  • You will examine travel authorizations/orders, vouchers and local vouchers for validity, accuracy, relevancy and completeness.
  • You will determine adequacy of temporary duty travel information in accordance with appropriate regulations and operating procedures.
  • You will determine that travel reimbursement amounts and item descriptions, periods of travel, etc., on vouchers are in agreement with travel authorizations, thus indicating the claims are properly prepared for payment.
  • You will examine applications for the Transportation Incentive Program.
  • You will identify specific pre-approved commuter mass transit transportation costs to insure they do not exceed actual expenses and determine if claims are accurate by comparing amounts to participant usage rates.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Per E.O. 14043, selectee(s) must be fully vaccinated for COVID-19 by date of employment except in limited circumstances where an exemption is approved due to a disability or sincerely held religious beliefs.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This is a bargaining unit position.


Qualifications

TO QUALIFY FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying budget and/or finance procedures to analyze and report on an organization's financial obligations and expenditures.

TO QUALIFY FOR GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying principles of budgeting and/or finance to assist in the analysis and reporting of an organization's financial obligations and expenditures.

Education

TO QUALIFY FOR GS-11: Education may be substituted for specialized experience as follows:
  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.

TO QUALIFY FOR GS-9: Education may be substituted for specialized experience as follows:
  • A master's or equivalent graduate degree; OR
  • Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
  • An LL.B. or J.D., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
