Duties

  • Oversee financial audits of U.S.-funded contracts, grants, and cooperative agreements for Afghanistan reconstruction that are performed by IPAs firms contracted by SIGAR.
  • Review the IPA's audit plans, work papers, and draft audit reports to ensures that the work complies with generally accepted government auditing standards (GAGAS)
  • Improve the effectiveness, efficiency, and oversight of these efforts; detects and prevents waste, fraud and abuse; ensures compliance with laws and regulations; and reviews.
  • Monitor the audits' progress and hold regular meetings with the IPAs' audit teams to discuss the audit progress and any issues that may arise.
  • Meet with the auditees and funding agencies to explain audit's purpose and objectives, and discuss audit findings and recommendations.
  • Identify potential reconstruction awards for audit and participates in all phases of the contracting process, such as preparing descriptions of the audits and evaluating bid packages.
  • Assess the progress of corrective measures taken by DOD, State, USAID, and other U.S. government departments or agencies to implement the recommendations.
  • Coordinate with other SIGAR offices and directorates, such as Investigations, General Counsel, and Quality Control, as needed, to complete audit work.

  • A degree in accounting or a degree in business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting from an accredited college or university is required. Transcripts must be provided.
  • Domestic and overseas travel may be required.
  • Meet minimum standards of fitness for deployment to the CENTCOM region to include the ability to wear personal protective equipment, including protective mask, ballistic helmet, body armor, and chemical/biological protective garments.
  • This position requires the incumbent to complete a Form SF 312, Classified Information Nondisclosure Agreement.
  • The incumbent may be required to submit an Executive Branch Confidential Financial Disclosure Report.
  • This incumbent must be eligible for and be able to maintain a TOP SECRET clearance with SCI eligibility.
  • Drug testing is required for this position.

You will be evaluated on the basis of your level of competency in the following areas:

Thorough knowledge of accounting, auditing or program management in an audit agency is necessary to conduct very broad audit assignments requiring an integrated analysis of a number of different operational programs, functions, or accounting systems.

Expert knowledge in developing financial audit programs and aligning audit steps with risk assessment.

Extensive experience in testing and examining accounting systems and records, cost representations, internal controls, and management policies and practices, to assure compliance with contract requirements, accounting and auditing principles, and standards and regulations.

Demonstrated ability to assess risks and develop appropriate financial audit plans and procedures to address them.

Extensive experience managing multiple tasks and achieving stated goals and requirements. Excellent organizational skills at documenting and supporting audit work.

Expertise in interpersonal techniques to meet and deal effectively with others at all levels of authority and exert a positive influence.

Extensive experience to communicating technical information orally and in writing in preparation of required reports or other written products. Ability to developing audit findings, making conclusions and audit recommendations, and preparing financial audit reports.

Willingness to become certified and to assume the duties of Contracting Officer's Representative.

Knowledge of the overall mission of the Special Inspector General for Afghanistan Reconstruction.
