Duties

Serves as a Structural Engineer in the Division of Fuel Management (DFM) with responsibility for the review of structural and mechanical aspects of spent fuel storage and transportation (SFST) package designs, and independent spent fuel storage facilities. Provides authoritative and expert advice on the structural and mechanical aspects of transportation and storage of radioactive materials, spent nuclear fuel, and other radioactive materials

Such duties include but are not limited to:

1. Reviews and evaluates the structural integrity of proposed designs for storing and transporting irradiated fuel elements from the standpoint of their adequacy to comply with regulatory standards.

2. Performs structural reviews of designs for storing and transporting irradiated spent fuel and other radioactive materials.

3. Reviews and evaluates the technical sufficiency of the calculational and experimental methods and results developed by NRC contractors for activities related to structural integrity in the storage and transport environment

4. Performs independent audit calculations. Provides technical support to the NRC program offices and the regional offices, as needed.

5. Determines the adequacy of information contained in applications and ascertains if the data is in conformity with the regulations of the Commission.

6. Prepares written safety evaluations of license and Certificate of Compliance applications for storage and transportation designs for irradiated spent fuel and other radioactive licensed material.

7. Recommends issuance or denial of licenses or certificates of compliance and necessary technical conditions and limitations to be incorporated in licenses or certificates of compliance.

8. Formulates guides for use of applicants in organizing and preparing safety analysis reports, and assists in the development of standards and criteria for evaluating spent fuel storage and transportation package designs.

9. Confers periodically with representatives of organizations planning to design and construct storage facilities and transportation packages and provides technical information and guidance concerning, NRC regulatory requirements.

10. Identifies the need for technical assistance contractors and serves as Technical Monitor/Project Manager on complex contracts. Develops scope of work and monitors contracts to assure that contract deliverables are received in accordance with established schedules, quality specifications and budget to assure meeting stated objectives of the project.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as: experience which demonstrates knowledge of the principles, theories, and practices in the field of civil, structural, or mechanical engineering to be able to review and evaluate the structural integrity of designs for nuclear facilities, including reactors, spent fuel storage and transportation facilities, or fuel cycle facilities.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge and experience in the field of structural engineering and applied mechanics, particularly as applied to structural design or stress/dynamic analyses of reactors, spent fuel storage and transportation facilities, or fuel cycle facilities.

2. Demonstrated knowledge of NRC regulations, regulatory guides, and industry codes and standards applicable to structural, mechanical, and civil engineering.

3. Demonstrated experience in leading, managing, or participating in complex, highly technical research projects or tasks with others leading to timely issue resolution.

4. Demonstrated ability to work effectively with internal and external organizations on projects on a variety of subjects related to structural, mechanical, or civil engineering.

5. Demonstrated ability to communicate and present technical information clearly and effectively, both orally and in writing.

Education

Knowledge and academic training at a university level (B.S. degree) and experience or training comparable to graduate level (Master's Degree) in the area of structural or mechanical engineering or closely related field from an accredited college or university.

Additional information
