The senior manager must work collaboratively across functions to ensure a comprehensive view of products and issues that impact Horizon and create and maintain strong collaborative working relationships with key stakeholders. These stakeholders include colleagues in Market Access, Business Units, Regulatory, Law, and other functions. Additionally, the individual will need to conduct relevant research and integrate clinical, market, and payer information to engage on reimbursement objectives.Duties/Responsibilities:Responsibility for one or more programs or health policy issues that impact Horizon including tracking, summarizing, and analyzing regulation and legislation impacting HorizonSupporting review and revision of existing healthcare policy documents and providing related policy regulation and analysisAnalyzing policy-specific issues and identifying alternativesDeveloping white papers, policy review papers, policy positions, and handbooksProviding research and analysis to influence the adoption of processes and policies, based on healthcare regulationsWorking closely with government stakeholders to support policy objectivesPreferred Qualifications5+ years of biotechnology/pharmaceutical industry, provider, patient, or payer experienceBachelor's degree in a relevant field of studies, such as health policy, business, or similar subject area; Master's degree in health policy, business, or related field of studyDeep understanding of US payer environment, including areas of (1) health care product and service coverage and reimbursement, (2) health policy, (3) health care policy-setting authorities, processes, and responsible parties across all US jurisdictions.Experience and deep understanding of Medicare and Medicaid statutes, regulations and, sub-regulatory guidance documents and policiesStrong project management skills with the ability to work in a matrix environmentDemonstrated communication skills, including interpersonal skills to foster collaboration and oral/written presentation skillsProvider or payer experience (direct or in a consulting capacity)Experience in Horizon therapeutic areas desirable (payer and health policy or product commercialization)Experience participating in multi-stakeholder groups including trade or disease-specific organizations desirableUS agency engagement experienceStrategic planning experienceHorizon Core Values & Competencies:GrowthManages AmbiguityStrategic MindsetDemonstrates Self-awarenessCultivates InnovationDevelops TalentAccountabilityDrives ResultsEnsures AccountabilityDecision QualityTransparencyCourageCollaborationInstills TrustHorizon requires all US employees to be fully vaccinated, as a condition of employment, with Pfizer that has been fully approved by the Food & Drug Administration (FDA) or one of the vaccines currently granted emergency use authorization by the FDA such as Moderna or Johnson & Johnson.
