Position Information
Arlington County's Division of Transportation and Development of the Department of Environmental Services (DES) is seeking an Engineering Program Coordinator. This is a senior engineering position in the Development & Plan Review Team in the Development Services Bureau (DSB). The DSB manages, coordinates and participates in the review, permitting and inspection of the transportation, public infrastructure and private stormwater management aspects of private and public development proposals to ensure compliance with regulatory requirements, County standards, and County Board adopted policies regarding its long term vision for Arlington.

This is a working coordinator position, combining oversight of a team of three engineers who review wet (water, sanitary sewer, and storm sewer system) and dry (power, telecommunications, and gas) utilities and associated public infrastructure while also serving as a senior level plan reviewer focusing on complex special exception development projects. The coordinator will collaborate with other staff and customers to make recommendations and develop solutions for the location and design of proposed utilities. This includes ensuring adequate supply, necessary access, and minimization of conflicts with the public right-of-way, and compliance with County policies and practices, County transportation and infrastructure goals and standards, special exception approval conditions, and local, state and federal law.

Specific duties include:
  • Managing and prioritizing the workload and functions of a team of three plan review engineers to ensure accurate and timely plan reviews that facilitate project development while protecting the County's interests;
  • Reviewing the work of the team to include ensuring consistency of application of standards, policies and practices for plan review;
  • Conducting technical reviews of wet and dry utility aspects of development plans to determine their adequate design, as proposed in new development or redevelopment;
  • Serving as the County's expert for special exception development issues related to utility infrastructure through depth of technical design expertise and field knowledge of existing County utility infrastructure;
  • Providing liaison support to the Water, Sewer, and Streets Bureau to provide an important coordination link between planning/construction and the operations and maintenance of the public infrastructure; and
  • Providing advice and technical solutions, and making recommendations regarding utility infrastructure to developers, DES and other County staff, and neighboring jurisdictions.
The successful candidate will have excellent communication skills and be able to make technical language comprehensible to other DES colleagues, the County Manager's Office and Departmental staff, County Board members, civic leaders and local residents. The employee in this position will have excellent written skills and be able to produce presentations, technical reports and responses to inquiries.

Selection Criteria
  • Bachelor's degree in Civil Engineering;
  • Significant experience in Civil Engineering design or review, including at least two years of experience in wet and/or dry utility design or review.
Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience.

Desirable: Preference may be given to candidates with one or more of the following:
  • Licensed as a Professional Engineer;
  • Master's degree in civil engineering or related field;
  • Public infrastructure project or program management and/or coordination experience;
  • Experience with local government policies, standards and regulations related to wet and/or dry utilities;
  • Field experience related to wet or dry utility construction in the right-of-way; and
  • Experience with electronic permitting or project management, including electronic plan review.

Special Requirements

This position will require travel around Arlington County for various meetings and field inspections. Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence, or be willing to use alternative means of transportation. The applicant must provide or authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
