Position Information
Arlington County's Department of Environmental Services (DES) is seeking a Design Engineer to join the Operations Group within the Transportation Engineering and Operations Bureau. This position serves as a member of a team of technical experts in transportation design and is primarily responsible for designing and reviewing transportation design plans, conducting design standards reviews, and coordinating with stakeholders to provide support and expertise related to transportation design.

Specific duties include:

  • Drafting and reviewing CAD roadway design plans as well as concept and preliminary design plans to address operational safety concerns;
  • Reviewing site plans for school expansion or renovation projects and coordinating with school officials to provide safety-related technical expertise;
  • Coordinating with other agencies and programs to provide technical support and expertise on transportation operational, access, and safety issues;
  • Developing design concepts, reviewing plans, and providing technical expertise for multi-modal urban safety improvement projects to include ADA and pedestrian requirements, bicycle accommodations, transit operations, shared mobility devices, and shared curb space usage;
  • Performing synchronization and capacity analyses, and developing design alternatives for enhancements to the roadway network;
  • Conducting investigations to develop design alternatives for small-scaled transportation enhancements to improve safety, mobility, and access;
  • Communicating with the community by gathering transportation-related data to investigate community concerns, attending civic association meetings, and responding to inquiries and concerns;
  • Developing, reviewing, and evaluating procedural guidelines, technical standards, and policies for onsite surveys, investigations, evaluations, analyses, and the application of safety and access mitigation measures; and
  • Assisting with policy reviews, updates to the County Code and design standards, development of a Standard Operating Safety Manual, the Operation's team's webpage, and the Bureau's internal SharePoint site.
The ideal candidate will have excellent technical writing and verbal communication skills and be proficient in a variety of software applications such as Microsoft Office Suite and AutoCAD.

Selection Criteria
Minimum Requirements: Candidates will be hired at Engineer levels I, II, or IIII depending upon their ability to achieve the minimum qualifications experience and certification requirements, as outlined below:

Design Engineer I:
  • Bachelor's degree in Engineering.
Design Engineer II:
  • Bachelor's degree in Engineering; and
  • 3 years of post-Bachelor's professional engineering experience.
Design Engineer III:
  • Bachelor's degree in Engineering; and
  • 5 years of post-Bachelor's professional engineering experience.
Substitution: For Design Engineer levels II and III, some certifications can be substituted for the experience requirement on the following basis:
  • Design Engineer II: 1 year of experience can be substituted for one of the two following certifications:
    • Arlington County Project Officer and VDOT Advanced Work Zone certifications; or
    • 40 hours of FHWA, VDOT, NACTO, ITE, or UVA-TTA approved training.
  • Design Engineer III: 2 years of experience can be substituted for both of the following certifications:
    • Arlington County Project Officer and VDOT Advanced Work Zone certifications; and
    • 40 hours of FHWA, VDOT, NACTO, ITE, or UVA-TTA approved training.
Desirable: Preference may be given to candidates with one or more of the following:

  • Experience developing technical policies, guidelines, and standards;
  • Experience investigating transportation operational and safety concerns, and documenting findings and recommendations in a technical format;
  • Experience in project management;
  • Experience in GIS programming, coding, and manipulation;
  • Proficient experience in CAD design and review; or
  • Certification as a Professional Engineer.

Special Requirements
The applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
