Duties

As an Engineering Technician (Civil) you will:
  • Serve as technical advisor on right-of-way (ROW) acquisition, Federal Land Transfers, and utility accommodation activities.
  • Ensure that all work associated with ROW and utilities for projects delivered by Eastern Federal Lands is technically sufficient and in accordance with all applicable laws, regulations, policy and guidance.
  • Identify, analyze and solve problems related to ROW and utilities; distinguish between relevant and irrelevant information to make logical decisions; and provide solutions to individual and organizational problems relating to the area of expertise.
  • Provide professional guidance to survey personnel performing field work to locate boundary evidence and utility locations relative to appropriate control.
  • Establish and implement best practices for accomplishing ROW and utilities commitments in support of delivery and construction of EFLHD projects, including Quality Assurance/Quality Control.

The ideal candidate will have knowledge of land ownership laws as well as experience making determinations of the location of property lines and property right, right of way (ROW) appraisal methods and acquisition procedures and function within a team environment. The ideal candidate will also be able to balance technical and managerial aspects of the position, and estimate and manage schedules for deliverables. CONDITIONS OF EMPLOYMENT:

  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • PROBATIONARY PERIOD: Current Federal employees and non-competitive selectees may need to complete a probationary period (unless already completed).
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.


Qualifications

Individual Occupational Requirements for series 0802 (for positions at GS-4 or equivalent and above): This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.

Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.

For the GS-11:

On Experience, you must have at least one year of specialized experience, equal or equivalent to the GS-09 grade level, which included:
  • Experience in engineering drawings/right of way (ROW) maps as it relates to acquisition of right of way for road and highway projects; AND
  • Experience evaluating the effectiveness of ROW highway programs, such as providing policy interpretation and technical assistance, or recommending actions to correct inadequacies in procedures and practices for ROW programs and projects; AND
  • Experience working on multiple projects at various stages of the right of way acquisition and utility accommodation process.

You cannot substitute education at this level, you must have experience.

Please note that this specialized experience requirement can be met by qualifying experience at the second lower grade level (GS-9), since no intervening GS-10 level positions exist in the normal line of progression for this occupation in this organization/location.

Time in grade requirements for the GS-11 position can be met by experience at the second lower grade level (GS-9), since no GS-10 level positions exist in the normal line of progression for this occupation in this organization/location.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Right-of-Way and Utility Engineering - Prepares Right-of-Way (ROW) plans, agreements, legal descriptions, and utility relocations.
  • Technology Application - Uses machines, tools, instruments, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format.
  • Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Writes in a clear, concise, organized, and convincing manner for the intended audience.

  • For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
