Duties

The incumbent provides legal consultation on diverse legal, financial, security, operational and administrative issues; and collaborates with the Managing Director and Deputy Managing Directors in formulating and executing management , budgetary , and administrative policies and programs for the Commission which includes identifying, developing and determining actions that can be taken to improve Commission efficiency, accountability, customer service and financial management.

Works closely with the Managing Director and Deputy Managing Directors in formulating, determining and influencing proposed organizational policies. Participates with the Managing Director , Deputy Managing Directors and other Office of the Managing Director senior management in the development and establishment of Office of the Managing Director goals and objectives; and in the development of plans and activities for the accomplishment of these goals and objectives.

Collaborates with the Managing Director, Deputy Managing Directors and Associate Managing Directors in planning and directing programs for providing vital services comprising a vast field of usage. Anticipates and analyzes program and policy issues that have arisen or are likely to arise. Plans the necessary study , collection and evaluation of information and data concerning these problems. Contributes to the development, recommendation, implementation and administration of operational financial and administrative policies and programs; and the security and continuity of Commission operations planning.

Authorized (as delegated) and held responsible by the Managing Director and Deputy Managing Directors for planning and implementing a broad range of administrative programs, projects and activities associated with the operation, oversight and management of the agency and its facilities. Reviews operational, administrative, information technology, security and financial recommendations to the Office of the Managing Director and ensures that recommendations are in accordance with Commission and Office policy; and that all policy or action options are clearly identified and evaluated. Facilitates Office of the Managing Director decisions and implementation on a broad range of financial, administrative and operational matters.

Coordinates the administration, oversight and accomplishment of major projects and has the responsibility for policies, plans and analysis which directly shape and improve operations. Provides legal advice in the authoritative interpretation and application of statutes, policies , regulations and Office of the Managing Director and Commission Directives, opinions of the Comptroller General, the, common law, and administrative law. Ensures the legal sufficiency and propriety of actions proposed in connection with Office of the Managing Director programs, projects and activities. Ensures that the Government legal position is sound and documented properly to protect the Governments interest in the event that dispute, litigation, or legal problems develop .

Applies comprehensive knowledge and expertise of administrative procedures and communications law, accounting, financial and program management principles, concepts and processes, and other statutes to provide legal advice , guidance, and consultation on diverse le gal, financial , security, operational and administrative issues ; and participates with the Managing Director, Deputy Managing Directors, Chief of Staff, and Associate Managing Directors in formulating and executing Commission management and administrative policies and procedures .

Prepares memoranda or opinions as required, outlining the facts and legal issues involved and justifying recommendations and conclusions. Ensures timely legal advice of permissible or desirable solutions or alternatives. Conducts legal research with a high order of legal reasoning to formulate advice and recommend legal courses of action which meet the needs of both mission accomplishment , and Office of the Managing Director and Commission requirements.

Develops and maintains credible and effective personal relationships with representatives of Commissioner's offices, other Bureaus and Offices, government agencies, foreign governments and the regulated industries. In these relationships, when delegated, represents and speaks for the Managing Director and Deputy Managing Directors; and speaks for the Office of the Managing Director and the Commission in appearances before government, industry and citizen organizations.

To be considered for this position, applicants must:

Currently be employed in the Federal Communications Commission in positions serving under career, career conditional, or excepted service (Schedule A appointments under authority 213.3102(d)-Attorneys) appointments.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements and the specialized experience requirements outlined below.

A. Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

If transcripts are not submitted at the time of application, a copy of the transcript must be submitted at the time of selection.

AND

B. Specialized Experience

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following:


1) Experience formulating and recommending authoritative policy, management and legal strategies.
2) Experience providing authoritative legal advice to senior management on complex legal matters pertaining to FCC management and program oversight.
3) Experience conducting legal review analysis of FCC Orders, rules, regulations, and other legal instruments concerning FCC program oversight and management issues.
4) Experience researching precedents and advising senior management or leaders on the appropriateness of actions or making recommendations for alternative approaches.
5) Experience drafting and reviewing draft policy statements, directives, proposed Commission decisions, proposals for the formulation or modification of regulations or enactment of new regulations.

You will receive credit for all qualifying experience, including volunteer experience.
