Duties

You will:
  • Manage pandemic and public health emergency response, including contact tracing and vaccination requirements for the Agency. Coordinate with the Agency's health and safety professionals to comply with CDC and other relevant requirements and is responsible for managing and communicating public health requirements to local safety and health managers in EPA's facilities and laboratories nationwide.
  • Provide medical and technical advice and guidance to internal and external customers, partners, and stakeholders on an as-needed basis.
  • Provide executive medical leadership and direction for the agency's Occupational Health and Wellness program, setting goals, objectives, and priorities, and providing program guidance, development, data tracking, implementation, monitoring, and performance evaluations.
  • Provide authoritative medical consultation and guidance to agency leadership, national, state and/or local government agencies, universities, health-related organizations, private and public foundations, etc. in the development, extension and improvement of occupational health and employee wellness programs, systems, strategies, and/or services

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-15 level, you need to have at least one year of full time experience equivalent to the GS-14 level, defined as providing occupational physician services in a clinical setting supporting administration of employee health programs for a variety of workplace activities (i.e., laboratory, office and field work settings), or developing clinical rationale for existing or new medical services or diagnostic methods, conducting reviews and/or analyses of occupational health programs, administration of occupational health programs and employee health initiatives, performing medical consultations supporting an organization's occupational safety and health, providing authoritative medical guidance to individuals or organizations, conducting medical reviews and evaluation of such programs, or providing medical, toxicological, and epidemiological assistance in support of safety and health investigations, etc.

Your application package will be used to evaluate your competencies in the following areas:
  • Knowledge of occupational health programs, administration of occupational health programs, safety and employee health programs and associated medical consultation services
  • Knowledge of laws, regulations, policies, standards and instructions that govern medical practices
  • Ability to instruct, guide and advice providers, support staff and/or patients on medical issues.
  • Ability to provide authoritative medical guidance to individuals or organizations, conduct medical reviews and evaluations of occupational health and wellness programs, and administrator Occupational Health and Wellness programs
  • Ability to conduct reviews and analyses of the quality of Federal health programs
  • Skill in the evaluation, diagnosis, and treatment of a wide variety of diseases and medical conditions
  • Ability to provide associated consultation services; conduct medical reviews and evaluations of safety and health policies and regulations, providing medical, toxicological, and epidemiological assistance to support occupational health and employees wellness programs
  • Skill in written communication
  • Skill in oral communication

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

You must have a degree from an accredited or pre-accredited college or university in one of the following:

1) Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link) ; Association of American Medical Colleges (external link) ; Liaison Committee on Medical Education (external link) ; Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link) , or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

OR

2) A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link) , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure:

For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training:

You must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

-An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) (external link) .

-A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link) , (AMA) or Accreditation Council for Graduate Medical Education (ACGME) (external link) .

-A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

Additional Requirements for Grades GS-15:
5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.
