Duties

As a SUPERVISORY PROGRAM MANAGER you will be responsible for the following duties:
  • Serves as the Chief for Acquisitions in support of the DCSA PEO portfolio of DoD Acquisition Programs.
  • Responsibilities include Acquisition leadership for defining and implementing acquisition and contracting strategies, and acquisition workforce direction for Programs across the Agency.
  • Manages all Acquisition activities required for the PEO, in support of its portfolio management responsibilities, and oversees analysis of interrelated Department and Agency strategic plans and policy initiatives that impact programs and initiatives.
  • Serves as a principal senior advisor to the APEO (A&R) on acquisition, and contracting matters and advises the APEO (A&R) organization providing guidance and oversight in the areas of long-range program planning, contract planning, leveraging evolving technology, program integration, capability deployment, and sustainment.
  • Plans, coordinates, and manages acquisition portfolio reviews, identifying and resolving acquisition issues, and working in coordination with technical, financial, human capital, and contracting representatives.

  • This position requires Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Program Management.
  • However, applicants that don't meet the above requirement are eligible to be hired but must obtain Level III certification within 24 months after the first day of starting in the position.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience for this position includes: Specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and am prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience and knowledge with acquisition program management and processes, program management; contract planning and administration; project planning; and software and systems development life cycle.

Specifically you will be evaluated on the following competencies:
1. Acquisition Strategy - Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events.

2. Program Planning, Review, Evaluation - Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results.

3. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.

4. Stakeholder Management - Concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).

5. Oral Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
