Duties

As a Financial Management Specialist, you will:
  • Manage all aspects of the execution, tracking, monitoring and reporting activities of assigned programs and/or accounts. This includes the close tracking and monitoring of related payroll expenses, FTEs, travel, contracts, grants, printing, supplies and equipment.
  • Responsible for maintaining up-to-date knowledge of the status of funds for all assigned projects, developing and adhering to appropriate financial internal controls, maintaining situational awareness of all financial problems that could impact the agency, collaborating with the Budget staff on variety of budgetary and financial activities, data calls, and special projects.
  • Serve as the primary financial liaison to assigned programs to assist in the development and execution of annual financial plan(s).
  • Provide targeted analyses and recommendations to the Director to support mission accomplishment.

The ideal candidate would possess strong analytical skills to review financial information and reports to ensure proper funds control, identify trends and make suggestions to their supervisor for improving budgetary execution practices.

CONDITIONS OF EMPLOYMENT:

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:
  • Experience in accounting practices in order to track and monitor expenditures.
  • Experience in financial data collection techniques, methods, and practices to conduct reviews of financial plans and develop information to resolve financial discrepancies.
  • Experience communicating with a variety of individuals both inside and outside of the organization.


To qualify for the GS-09 on Education alone, you must have:
  • 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree, or LL.B. or J.D., if related.
  • You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.


To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
  • Experience in tracking and reporting on invoices and open obligations.
  • Experience in financial management to recommend improvements and processes.
  • Experience responding to inquiries from customers to resolve financial discrepancies.


To qualify for the GS-11 on Education alone, you must have:
  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, or LL.M., if related.
  • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.


To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience with the budget execution process, use of proper internal controls, and the tracking, projection and analysis of funds.
  • Experience with analytical techniques, both qualitative and quantitative, to develop financial plans, forecasts, and justifications.
  • Experience communicating financial management data and reports associated with policies and procedures and explaining problems related to financial plans.

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area such as financial oversight, budget formulation, and/or budget execution.
  • Skill in tracking and reporting on invoices and open obligations.
  • Ability in responding to inquiries from customers to resolve financial discrepancies.
  • Knowledge of management organizational principles, objectives, and practices in order to assist management in identifying its financial, human resources, and material needs and problems and advise them on policies and plans to assure optimum utilization of resources.
  • Knowledge of analytical techniques, both qualitative and quantitative, to develop financial plans, forecasts, and justifications and identify and analyze relationships between budget estimates and program requirements and to assess and improve program effectiveness.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
