Duties

  • Provides authoritative advice to program managers on the amounts and types of funding available, the purposes for which money in the budget may legally be used, and the time frames within which available budget funds or authorities must be used.
  • Oversees the analysis and reporting of trends in the obligation and/or expenditure of funds. Informs program managers of potential shortfalls or surpluses. Directs analyses of proposed changes in program requirements; recommends courses of action.
  • Recommends reprogramming of available funds or the preparation of reapportionment requests to obtain supplemental funding.
  • Oversees the development, implementation, and interpretation of financial execution policies and guidelines applied by program managers. Ensures policies are consistent and kept up- to-date with legislative or regulatory guidance.
  • Plans and directs evaluations of the financial execution process. Ensures the efficient and effective operation of execution systems and processes. Oversees the development and implementation of the financial execution process.
  • Carries out various duties and responsibilities typical of a first level supervisor within the Department such as planning work to be accomplished and setting priorities.

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Secret security clearance.
  • This is a supervisory position.
  • New supervisors must successfully complete a 1 year probationary period.
  • One year probationary period, unless excepted by regulation.
  • Incumbent will be subject to random drug testing.
  • Verification of employment eligibility in the United States is required.


Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience overseeing the development and implementation of a financial execution process.

Experience developing, implementing, and interpreting financial execution policies and guidelines.

Experience ensuring financial execution policies are consistent and kept up- to-date with legislative or regulatory guidance.

Experience providing advice to program managers on the amounts and types of funding available, the purposes for which money in the budget may legally be used, and the time frames within which available budget funds or authorities must be used.

Experience reprogramming available funds and the preparation of reapportionment requests to obtain supplemental funding.

Experience planning and directing evaluations of a financial execution process.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

There is no substitute of education for specialized experience for the GS-14 position.
