Duties

  • Serves as a senior level advisor regarding labor laws to serviced directors, chiefs, and managers.
  • Serves as a command point of contact for dealing with labor unions or works councils. Identifies and provides information of union interest to them, as appropriate, and solicits information from labor unions relevant to the organizations.
  • Conducts management studies and research projects to provide advisory services on a wide variety of substantive Human Capital Program issues.
  • Researches, analyzes, develops, coordinates, drafts, and updates HR- related polices, standard operating procedures, and information or position papers.

  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) briefing management on human capital program studies; 2) ensuring the application an organization's human capital policies and procedures; AND 3) advising an organization on labor relations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
