Duties

  • You will improve work methods and procedures such as Region Decision Lens models and IPLs. Researches, develops and tracks performance metrics, such as Installation Energy Plan dashboard metrics, to analyze effectiveness of programs.
  • You will establish uniform governance for generating shore priorities, leads and coordinates programming facilities and utilities projects.
  • You will provide in-depth technical expertise in infrastructure related financial and resource management matters and ensures continuity in budgeting and financial resource management.
  • You will analyze funds availability and program budget requirements, recommends policy for use of funds, acquisition, appropriations, apportionment, reprogramming, and requests for approval and formulates long-range budget estimates.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver?s license.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: using facility maintenance and repair concepts, principles, and practices applicable to the sustainment, restoration, modernization, construction and demolition of facilities to: 1) Manage the day-to-day facilities and utilities functions and direct a staff of professional personnel; 2) Develop and implement mission-aligned visions and champion ideas to improve the organization by optimizing performance and improving group productivity, and resolving personnel and organizational conflicts; 3) Negotiate and influence senior and executive decision makers on significant, political, and complex facilities and utilities matters.
