Duties

As a PROPERTY MANAGEMENT OFFICER, you will:
  • Develop and implement national level guidance regarding property management procedures and policies by updating and maintaining the Property Management User's Guide and Directive 600 in Managing Federal Personnel Property, NARA's internal property regulations.
  • Plan for the development of centralized freight transportation functions and other far-reaching supply program requirements that includes the purchase and implementation of a new software program to manage and enhance efficiency of the supply system that provides items to NARA staff.
  • Plan, organize, and direct long-range studies on replacing the existing property management system with one that is tied into the financial system for reconciliation of depreciated capitalized assets.
  • Advise top level agency managers on new developments and advances in property system, supply systems, freight transportation.
  • Serve as program manager for personal property within NARA involving the receipt, utilization, re-utilization, control, and disposal of personal property including furniture, office equipment, office machines, and program equipment within established program goals and objective.
  • Serve as NARA's technical expert and authoritative source on personal property management. Discusses and explains overall NARA and Federal government property management requirements throughout the agency.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • A one year probationary period may be required.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

  • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    For the GS-14 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:

    - Conducting analyses to plan for, anticipate, and manage personal property needs.

    AND

    - Managing and maintaining a wide range of detailed inventory requirements for personal property assets.

    AND

    - Developing policies and procedures for property and transportation management.


    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

    For the GS-14, you must have been at the GS-13 level for 52 weeks.
