Duties

The primary purpose of the position is to serve as the Management and Program Analyst in the Emergency Communication Division.

The Emergency Communications Division (ECD) leads the Nation's operable and interoperable public safety and national security and emergency preparedness communications efforts. Through training, technical assistance, coordination, tools, and guidance, the division supports safer, better-prepared communities nationwide by helping federal, state, local, tribal, territorial and industry partners develop emergency communications capabilities. The division also ensures communities have access to priority telecommunications and restoration services to communicate under all circumstances. Typical work assignments include:
  • Coordinates and conducts stakeholder outreach efforts to provide authoritative guidance to Emergency Communications Division stakeholders regarding interoperable emergency communication policies.
  • Oversee working groups and advisory bodies comprised of various stakeholders focused on improving public safety.
  • Assist in facilitation of strategic planning process including prioritization of initiatives.
  • Coordinate and collaborates with ECD and across the Department to facilitate information sharing as it relates to emergency communications and public safety broadband.
  • Represent ECD at stakeholder meetings, State Interoperability Governing Board meetings, national association conferences, as well as State workshops focused on emergency communications strategic planning and public safety broadband.
  • Deliver briefings and presentations to national, State, tribal and local officials on public safety emergency communications.

Qualifications

You may qualify for the GS-14 grade level, if you possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtain in either the public or private sector) performing all of the following duties:

1) Conducting stakeholder outreach efforts to provide guidance regarding emergency communication policies 2) Overseeing working groups in an effort to improves public safety emergency communications and 3) Facilitating the development of policy documents to garner stakeholder input, feedback and policy recommendations.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. This is a non-supervisory position.
