Duties

As Branch Chief, the incumbent implements goals, objectives, priorities, policies, and administrative directives issued by higher authorities within the General Services Administration (GSA), often with nationwide and interagency impact. Coordinates with GSA and external Federal policy offices to track and review government wide legislative and policy issues, policy development and coordination. Justifies resource needs for the Branch and accounts for effective use of authorized resources. Plans and designates work assignments to subordinates in consideration of specializations and capabilities balanced against program requirements and priorities.

Must be able to obtain and maintain a Top Secret clearance.

Responsibilities:
  • Serves as Branch Chief providing leadership and direction to an assigned Branch consisting mostly of Program Analysts at the GS-13 and above grade levels.
  • Serves as advisor on analytical techniques, including both quantitative and qualitative methods, and strategies for complex long-term studies involving teams of experts in various functions.
  • Develops policy and guidance impacting acquisition programs across FAS to include Multiple Award Schedules and programs other than Multiple Award Schedules, (i.e., stock, special order, Government-wide Acquisition Contracts (GWACs), inter-agency agreements, and indefinite quantity/indefinite delivery contracts) in collaboration with the Acquisition Management Division as needed.
  • Serves as a spokesperson on FAS policies relating to assigned program areas, acquisition systems support, and special projects.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination before appointment or onboarding with the agency. The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy


Qualifications

Applicants must meet all qualification and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience as described below.

Time in grade: Current federal employees applying for a promotion opportunity must meet the time-in-grade (TIG) requirement of 52 weeks of federal service at the next lower grade level in the normal line of progression for the position being filled. For example, you must have worked at least 52 weeks at the GS-14 level to be considered for GS-15.

Specialized Experience: To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service, or comparable experience not gained through the Federal service. For this position, specialized experience is defined as expertise in planning, administering, and evaluating the development of a professional acquisition workforce (which includes research, education, training, career development, or managing a related information system. It also requires professional work experience that demonstrates knowledge of the substantive nature of Federal acquisition programs, missions, policies, goals and objectives; management principles and processes; analytical and evaluative methods for assessing acquisition program development or execution and improving organizational effectiveness and efficiency; and
the ability to effectively communicate and defend recommendations.

Education

Note: There is no education substitution or requirement at the GS-15 level.

  • The GS-15 salary range starts at $148,484 per year.
