Duties

  • Provides advice and guidance on Office-wide public health surveillance-related activities including acquisitions, Interagency Agreements (IAA) and other partnership agreements.
  • Researches Collaboration Agreements (RCA), Memorandum of Understanding (MOU)) and research project process management.
  • Develops special projects associated with a wide variety of acquisitions and research management programs to support the assessment of complex drug safety and public health issues.
  • Responsible for ensuring contractor adherence to security and privacy policies and tracking of government furnished property throughout the project?s life cycle.
  • Responsible for organizing training sessions related to the Office's contracts and planning meetings.
  • Schedules training sessions registers attendees for training, and coordinates with outside vendors for the various trainings.
  • Support the development and maintenance of the Office's program specific acquisition strategies, records management system, and policies and procedures.
  • Monitors and reports status of all project activities through interaction with project participants, team leader, and supervisor as appropriate.
  • Identifies project activities or situations that may adversely impact project plan and advises.
  • Recommends solutions and ensures timely resolution of scientific, regulatory, or administrative conflicts or problems to avoid delays in achieving goals
  • Generates reports for tracking and updating assignments, projects, and information requests entering data in Office and Center level tracking systems.

Qualifications

The position of Project Manager falls under the 0301occupational series. To qualify for this position at grade GS-12, you must meet Time-in-Grade requirements by 11:59 pm EST on 01/18/2022.

SPECIALIZED EXPERIENCE: To qualify for the GS-12:
You must demonstrate in your resume at least one-year specialized experience equivalent to the GS-11 in the Federal service to include
planning and evaluating acquisition projects for funding public health and post market drug safety programs; reviewing and providing guidance on the impact and effectiveness of acquisitions policies.

In accordance with Executive Order 14043 , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to exceptions that may be required by law. Expanded/Maximum telework Posture:
  • Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement within 30 calendar days of receiving notice to do so, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling. These flexibilities may be requested in accordance with the HHS Workplace Flexibilities policy.


Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed.
