Duties

Due to the Coronavirus Pandemic and individual states with different phases of reopening, the selectee's report date to the official duty station (Washington, DC) may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is determined by state and Federal officials that employees are allowed to report to the workplace (Washington, DC) where this position is located, on a regular basis.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of vaccination by November 22, 2021, or before your entry on duty date with IMLS, if after November 22, 2021. IMLS will provide additional information regarding what information or documentation will be needed and how you can request of IMLS a legally required exception from this requirement.

If selected for the Grants Management Specialist (Senior Program Officer) position, the incumbent will carry substantial responsibility for direction and administration of the assigned grant portfolio.

Major Duties and Responsibilities:

The Senior Program Officer is responsible for managing various assigned grant projects and/or services. The incumbent is expected to review and monitor major submissions of plans, reports and evaluations to ensure that all technical compliance criteria have been met; design and provide training opportunities to acquaint grantees and others with statutory, regulatory, and administrative requirements for grants; build and maintain a substantial network of professional contacts in relevant library communities; identify and share Library Services and Technology Act (LSTA) funding patterns and exemplary projects and innovative practices. Areas of responsibility include but are not limited to:
  • Administering and/or awarding grants
  • Cooperative agreement modifications
  • Technical training and oversight for internal and external stakeholders
  • Grantee compliance oversight
  • Post-award assessments and evaluations
    • Program policies
Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:
To minimally qualify for this position, applicants must meet all requirements by the closing date of this announcement. You may qualify based on your experience, as described below:

Specialized Experience:
To qualify for the GS-13, grade level, applicants must have at least one-year of specialized experience at the GS-12, grade level or equivalent in the Federal service. Specialized experience includes: (1) knowledge of the principles and practices of library operations and services to analyze issues, trends, and opportunities related to funding opportunities in the library field and other educational institutions; (2) knowledge and/or experience with the various laws, regulations, statutes, policies, and operational and administrative procedures of grantmaking in federal, state, or local government(s) or non-government organizations; (3) knowledge and/or experience with operational processes and procedures for awarding and administering awards for grants or cooperative agreements; (4) skill in leveraging the expertise of and building cooperative relationships with external stakeholders in the communities served.

NOTE:
1. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
2. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Rather, you must describe in your application or resume how your past work experience demonstrates that you possess the KSAs identified in the specialized experience definition.
