Duties

The incumbent serves as assistant to the Resources Management Officer and the Human Resources Specialists within the Human Resources Section. Primary assignments are in the specialized fields of staffing/recruitment, classification, employee benefits, and personnel records administration.
  • Reviews personnel actions to determine the nature of the staffing and placement request.
  • Ensures that documentation of actions taken is in accordance with the Guide to Processing Personnel Actions and agency and payroll directives.
  • Codes personnel data into appropriate format for input into the automated system by reviewing documentation and researching the National Finance Center's Payroll/Personnel Manuals as needed.
  • Processes personnel/payroll documents through the National Finance Center's payroll/personnel system.
  • Distributes performance work plans for signatures at designated intervals for acknowledgment and approval of plan, progress review, and final appraisal.
  • Establishes, maintains, requests and consolidates Official Personnel Folders in full compliance with operating guidelines.
  • Provides technical information to employees in employee benefit matters.
  • Handles new employee orientation program.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

You must have at least one year of specialized experience equivalent to the GS-7 level. Specialized experience is defined as experience processing personnel/payroll actions; monitoring a variety of suspense dates (i.e., probationary and trial periods, promotion eligibility dates, career tenure dates, etc.); managing the performance management program (establishing workplans, distributing forms for review and signature, and processing appraisals); conducting new employee orientation; and establishing and maintaining electronic Official Personnel Folders (eOPFs).

To be qualified, you must type at least 40 words per minute based on a 5 minute sample with three or fewer errors. (A typing test may later be required.)

Interagency Career Transition Assistance Plan (ICTAP) - The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. To be well-qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria. Due to COVID-19, if selected, you may be expected to telework for an undefined period under the Department's evacuation authority, even if your home is located outside the local commuting area. Employees in this status may be notified of a requirement to report in person to the component workplace with an advance notice of not less than 30 days.

Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the office's telework policy.
