As a GENERAL ATTORNEY (APPROPRIATIONS), GS-0905-13/14/15, your typical work assignments may include the following:

The Attorney in this position will counsel OMB leadership, managers, and staff at all levels across OMB regarding a broad range of matters involving budget and appropriations law, procurement policy, federal financial assistance, and others. The portfolio includes drafting legislation, reviewing policy proposals for legality, soundness, and advisability; legislative, fiscal, and programmatic implications; and overall effect on the operation of the Executive Branch.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Applicants must possess a J.D. Degree and be a graduate from a full course study in a School of Law accredited by the American Bar Association and be a member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

In addition to meeting the basic qualification requirements described above, applicants must also have the following additional years of professional legal experience for the grade level indicated:

*GS-13 = 2 years (24 months) of legal experience after graduation from law school
*GS-14 = 3 years (36 months) of legal experience after graduation from law school
*GS-15 = 4 or more years (48 months or greater) of legal experience after graduation from law school

Specialized experience is experience directly related to the work of the position to be filled, which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience requirements for position is listed below:

General Attorney (Appropriations/Procurement) - In addition to meeting the requirements listed above, the successful candidate will have at least one year of focused experience in Federal appropriations law, and knowledge of government contracting/procurement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Under Executive Office of the President (EOP) policy, which was issued on September 20, 2021 consistent with the President's Executive Order on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees (Executive Order 14043), all EOP staff are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.
