Duties

This position is located in the Education, Income Maintenance, and Labor Division (EIML). As one of five centers of subject-matter expertise within OMB, EIML has oversight responsibility for the Department of Education; Department of Labor; Social Security Administration; the nutrition programs of the Department of Agriculture (USDA), Food and Nutrition Service; the income support programs of the Department of Health and Human Services (HHS), Administration for Children and Families; the Earned Income Tax Credit and The Child Tax Credit at the Department of Treasury, the Railroad Retirement Board; AmeriCorps; National Labor Relations Board; Equal Employment Opportunity Commission; and other smaller agencies. EIML has three branches: Education, Income Maintenance, and Labor. Experience with policies and programs is preferred but not required.

As a PROGRAM EXAMINER, GS-0301-11/12/13, your typical work assignments may include the following:
  • Performing legislative, economic, program evaluation, financial management, procurement, information technology, regulatory and organizational analyses to assigned program areas.
  • Reviewing and analyzing the formulation and execution of the budget in assigned areas.
  • Resolving budget and policy issues and rendering advice, and preparing material for the Director's review and presentation of the President's budget and management agenda.
  • Conducting and monitoring analytical work on program and policy issues within areas of responsibility.
  • Developing options based on detailed qualitative and quantitative analysis.
Program Examiners are the core source of institutional expertise on all matters pertaining to the programs and operations of Federal departments and agencies they cover. They have a wide range of responsibilities for the programs in their purview.

Responsibility will increase and assignments will become more complex as the Program Examiner's training and experience progress

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

One year of specialized experience equivalent to the GS-09 grade level in the Federal service or private sector that demonstrates your ability to 1) identify problems, gather relevant data, gathering relevant data, applying appropriate analytical techniques, and recommending/carrying out solutions 2) Conducting quantitative analyses to identify techniques and resources which should be brought into analysis of issues being examined 3) Presenting ideas, conclusions and recommendations persuasively and effectively, both orally and in writing 4) Flexibility and comfort working in a fast-paced environment with numerous tight deadlines.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service or private sector that demonstrates your ability to 1) Progressively responsible experience in identifying and resolving problems 2) Conducting diverse activities simultaneously and in moving and responding rapidly to varying, often time-pressured, assignments 3) Developing recommendations for program or policy enhancement 4) Developing and delivering briefings, status reports and correspondence to managers.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service or private sector that demonstrates your ability to 1) Conducting evaluation and analyses of policy issues involving income maintenance and social service programs to identify significant trends, budgetary and other effects 2) Applying analytical and evaluative methods to develop recommendations that improve efficiency and effectiveness of program operations 3) Drafting and presenting succinct written products to demonstrate analyses, policy options, implications and recommendations 4) Leading the development and presentation of recommendations to higher-level decision makers on such issues 5) Independently drafting and presenting both succinct and more in-depth written products to describe and summarize complex analyses, policy options and implications, and recommendations on such issues for audiences with differing levels of expertise 6) Independently developing recommended strategies to improve the effectiveness of income maintenance or similar program areas.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

EDUCATION SUBSTITUTE: Education must demonstrate the applicant obtained the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One year of full-time graduate level education is considered 18 semester hours.

For the GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Substitution of education in lieu of experience is not permitted at the GS-12 or GS-13 grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional information

Under Executive Office of the President (EOP) policy, which was issued on September 20, 2021 consistent with the President's Executive Order on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees (Executive Order 14043), all EOP staff are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.
