Duties

  • The duties at both the GS-11 and GS-12 grade levels are much the same, but the GS-12 grade level incumbent will complete complex tasks with less supervision than the lower grade level.
  • Key point of contact for incoming actions regarding the promotion and protection of human rights and fundamental freedoms, particularly for marginalized populations, and support for democracy from internal, interagency, and external organizations.
  • Provides informational and policy planning consultations and orientations to internal and external audiences and advises on country, region-specific, or thematic issues and problems with regard to democratic governance and respect for human rights.
  • Monitors political, economic, social, and other significant developments and trends in assigned area(s) to gauge effectiveness of/facilitate efforts to achieve U.S. human rights foreign policy objectives in assigned countries and multilateral forums.
  • Area of focus: promoting and protecting human rights and fundamental freedoms, particularly for marginalized populations, including addressing issues pertaining to the rule of law, transparency and accountability, and free and fair elections.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must meet ONE of the required basic entry qualification requirements described below:

BASIC REQUIREMENTS:

Have an undergraduate or graduate degree from an accredited college or university in economics, that INCLUDED at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus;

OR

Have a combination of education and experience where my coursework was equivalent to a major in economics, as shown in Choice 1 Above, PLUS appropriate relevant experience or additional education;

OR

Have a combination of education and experience where my coursework was equivalent to a major in economics, (as shown in above), PLUS appropriate relevant experience OR additional education.

Examples of qualifying experience include: (a) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (b) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (c) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Applying to the GS-11 grade level:

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, applicants applying for the GS-11 MUST also meet one of the requirements listed below: Have at least 1 year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience must be related to the work of the position and equivalent to at least the GS-09 level in the Federal service.

Qualifying specialized experience must demonstrate the following:
  • Experience researching and analyzing information derived from a variety of sources to provide guidance.
  • Experience assessing the relevancy and implications of global social, political, economic, and/or geographic issues affecting the formulation and execution of U.S. foreign policy.

OR Have 3 full years of progressively higher-level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled.

OR Have a combination of graduate level education and specialized experience which is equivalent to the work of the position and equivalent to the GS0-9 level in the Federal service. This education and experience must meet 100% of the qualification requirements for this position.

Applying to the GS-12 grade level:

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience researching and analyzing information derived from a variety of sources to provide guidance.
  • Experience providing advice and guidance relating to promoting and protecting human rights and fundamental freedoms, particularly marginalized populations, through active engagement with governments, civil society, businesses, multilateral and/or multi-stakeholder institutions.
