Major Duties:

As a Lead Statistician, you provide leadership in terms of project management and subject matter expertise to the staff within the team and across other teams within the Functional Area, Office and the Bureau of Primary Health Care.

Your major duties and responsibilities include:
  • Leading decision-making for the team related to administrative/business operations oversight (e.g., workload distribution, task assignment strategy development, analysis of team performance on achieving goals and formulation of corrective actions if targets are not met).
  • Analyzing and evaluating quantitative and qualitative data to assess the effectiveness of the team's efforts as they relate to meeting established goals and objectives.
  • Leading the team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes, and procedures).
  • Researching, learning and applying a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.
  • Ensuring that the organization's strategic plan, mission, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.

INDIVIDUAL OCCUPATIONAL BASIC REQUIREMENTS FOR STATISTICIAN SERIES, 1530:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience-courses as shown in A above, plus appropriate experience in additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c)applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to the education requirement above, in order to qualify for this Statistician position your resume must clearly demonstrate the stated below.

To qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

Examples of minimum qualifying experience include performing the following types of tasks on a regular and recurring basis:

-Applying the principles and theories of applied statistical methods and techniques to identify gaps in the statistical methodology and recommend changes.

OR

-Providing statistical technical advice, initiating statistical study designs, planned methods of collecting data, carrying out data collection, and interpreting the final results.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

This position has an education requirement. You must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.
