As a SUPERVISORY IT SPECIALIST (PROJMGT) you will be responsible for the following duties:
  • Provide research and recommendations on the technologies and technology integration to members of CDSE to support tactical and strategic plans.
  • Provide support in the utilization of web- and internet-technology-based systems that support CDSE's goals with regard to security awareness, education, and training. This covers both unclassified and classified systems; systems focused towards the general public, controlled groups, and internal DCSA personnel.
  • Provide support in the utilization of web- and internet-technology-based systems that support the collaboration and information exchange between security education and awareness information providers and consumers.
  • Provide oversight of the acquisition and development of audio-visual materials for CDSE in the production and distribution of high-quality audio-visual products and services. Provide oversight of the support provided through the utilization of the video-teleconferencing (VTC) systems. Evaluate the products to ensure adequate support is provided and that quality checks are performed.- Oversee production of audio-visual materials and the use of VTC systems.
  • Research new and emerging technologies in learning management systems (LMS). Collaborate with CDSE's Learning Solutions Program Office in the maintenance of the learning management system (LMS) employed in support of CDSE. Collaborate with other program representatives within and outside of the Federal government in order to analyze, research and/or investigate other avenues relating to the use of distance learning and technology-based training tools to ensure that delivery of products to customers are implemented effectively and beneficial to the DOD. Oversee the development of cost/benefit and return-on-investment studies for conversion of training courses to distance learning and other technology-based training formats.
  • Stay up-to-date with current distance learning, technology-based training developments, other educational breakthroughs, audio-visual, and internet methodologies and technologies by contact with educational institutions, professional societies, technical publications, seminars, formal courses, and professional conferences. Represents CDSE at professional gatherings, delivers requisite lectures, and participates in meetings and conferences at Federal and private organizations relating to educational technology training.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

    You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 13 in the Federal service and are prepared to take on greater responsibility.

    Generally, this would include one year or more of such specialized experience.

    Specialized experience for this position includes:
    • Expertise in current distance learning, technology-based training developments, audio-visual, and internet methodologies and technologies.
    • Expertise in using web- and internet-technology-based systems.
    • Researching and recommending technology integration to support tactical and strategic plans.
    • Providing oversight for the acquisition and development of audio-visual materials and video-teleconferencing (VTC) systems.

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects.
