As a Senior Budget Analyst in the Budget and Fiscal Section, responsibilities will include, but are not limited to, the following:
  • Reviewing, analyzing and interpreting Congressional legislation, appropriations language, DOJ policy, and Office of Management and Budget (OMB) and Department of Treasury directives pertaining to assigned budgets.
  • Formulating and developing budgetary policies for the Budget and Fiscal Section and handling confidential and sensitive information dealing with a variety of issues.
  • Serving as the technical authority on budget formulation for a significant organizational component or a program with national impact.
  • Performing budget execution work involving the most difficult fund control activities including adapting budgetary policies, analytical methods, and regulatory procedures for use by program areas.
  • Supporting functional efforts by performing financial risk analysis of direct and indirect costs and provides various financial scenarios identifying strengths and weaknesses of each.
  • Maintaining appropriate internal control practices within their area(s) of responsibilities, educating team members on internal control activities and encouraging them to report any irregularities.
  • Preparing staff briefing/decision papers and making presentations describing the issue, the alternative approaches, and a recommended alternative, as applicable.
  • Providing advice and guidance to program managers and policy officials on budget policy, alternative strategies, and related support matters.
  • Developing cost estimates and personnel estimates of activities and programs, both service wide and at specific organizational levels.

To qualify for this position at the GS-14 level, applicants must have one year of specialized experience at or equivalent to the GS-13.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled. This experience must be identified in your resume.

Examples of specialized experience at the GS-13 level include: applying extensive knowledge of budget concepts including those in other financial disciplines in a federal government setting; providing direction on budget execution operations, including the related aspects of annual budget requirements, annual obligations and operating costs, special projects, and other budget information; performing complex/detailed analysis to resolve financial issues and/or made recommendations that had a major impact on the agency/organization.


Individuals must have budget-related experience demonstrating EACH of the three competencies listed below: Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
  • Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Federal Budget Process - Knowledge of and skill in applying budget-related laws, regulations, policies, precedents, methods, and techniques, i.e., budget formulation and justification, budget presentation/enactment, and budget execution.
  • As required by Executive Order 14043 , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the Antitrust Division, if after November 22. The Antitrust Division will provide additional information regarding what information or documentation will be needed and how you can request of the Antitrust Division a legally required exception from this requirement.

    Due to COVID-19, if selected, you may be expected to temporarily telework for an undefined period under the Department's evacuation authority, even if your home is located outside the local commuting area. Employees in this status may be notified of a requirement to report in person to an Antitrust Division workplace with an advance notice of not less than 30 days. Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the Antitrust Division's telework policy.
