WHAT YOU'LL BE DOING DAY TO DAY

As a Human Resources Specialist , you will use your knowledge of and experience with the Assistant Secretary for Administration to optimize business results and customer experience by:
  • Providing management consulting and advisory services to organizations having a wide variety of positions and personnel actions.
  • Applying a comprehensive knowledge of HR management to advise on the full range of HR functions and assisting management in fulfilling their human resources management responsibilities.
  • Utilizing multiple recruiting strategies, including special appointment authorities, such as those for the handicapped/disabled, Intern programs, student employees, displaced employees, veterans, overseas returnees, and direct hires to complete placements for the organization.
As a Human Resources Assistant, you will use your knowledge of and experience with the Assistant Secretary for Administration to optimize business results and customer experience by:
  • Codes and processes a range of actions, including those that have unusual conditions or issues requiring deviation from standard procedures to complete the action.
  • Prepare/issue tentative and final offers of employments.
  • Perform research as necessary providing support to HR Specialist(s).
  • Responds to inquiries concerning HR entitlements and services, processing procedures, alternatives, requirements, and provides other information depending on the nature of the issue, organization serviced, status of the requestor, and similar factors.

Qualifications

WHAT WE ARE LOOKING FOR

While experience in Federal HR staffing operations functions is preferred, we are looking for candidates with an HR background to assist with the hiring surge.

The preferred candidate for an Human Resources Specialist would have experience in at least one of the following areas:
1) Developing job analysis ;2) Preparing vacancy announcement 3) Determining applicant eligibilities and qualifications for a various hiring authorities and series; 4) Providing support on a variety of HR management functional areas to include pay and leave, staffing and recruitment, and employee benefits; 5) Participating in new hire orientation in support of the onboarding process;

The preferred candidate for an Human Resources Assistant would have experience in at least one of the following: 1) analyzing and resolving pay and leave issues; 2) processing personnel actions utilizing an automated human resource system; 3) writing correspondence to explain human resource policies, procedures, and guidelines.

Candidates may also qualify based on education for grades GS-07 through GS-11
For GS-07:

A. Must have one (1) year of graduate education in any field of study from an accredited college and/or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester or 27 quarter hours will satisfy the one year of full-time study requirement.OR

B. Must have a bachelor's degree and meet Superior Academic Achievement (SAA) criteria.

S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; orb.3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies.

OR Must have a combination of experience and graduate education as described above.

For GS-09:

A. Must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in any field of study or LL.B. or J.D., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

OR

B. Must have a combination of experience and graduate education as described above.

For GS-11:

A. Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any field of study or LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

OR

B. Must have a combination of experience and graduate education as described above.

Must have at least one year of specialized experience, equivalent to the next lower grade level.

Additional qualification requirements will be dependent upon the position title, series and grade.
