Duties

• Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
• Organizes/implements proposal review teams, including coordination with HQ's, other Centers, other Agencies and institutions.
• Manages proposal review processes, which result in mission and investigation selections for subsequent implementation by project organizations.
• Communicates proposal evaluation results including technical, management and cost issues associated with Earth and/or Space science missions to top management officials both orally and through written documentation.
• Analyzes internal and external customer requirements, presenting needed changes/activities to the highest levels of management.
• Provides overall technical insight into the development/management of policies, procedures, and operational schedules necessary for evaluating space science missions.
• Performs pre-program planning duties, such as analyze/develop SMD announcement of opportunities, provide or review preproposal conference material, and develops schedule and staff plan.
• Manages and directs overall development efforts including monitoring contractors, for a significant end product or a major subject matter entity of extensive scope/variety, such as an assessment of a variety of spacecraft systems.
• Maintains a thorough understanding of the SMD Science Programs and implementation processes as well as an understanding of project management, systems engineering and integration and test practices.
• Leads special studies and/or independent assessments of aspects of space science missions.

Qualifications

In addition to the basic education requirement (shown below), you must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Applying Federal Acquisition Regulations Supplement, Announcement of Opportunity or NASA Research Announcements (NRAs) processes, and science program goals toassist with planning, negotiating, formulating program solicitation requirements and evaluating flight project science mission proposals; supporting project management, systems engineering and integration and test practices for flight projects of science missions as required to support the mission and investigation evaluation and selection process.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Managing and negotiating proposals and the review process; experience applying Federal Acquisition Regulations Supplement, Announcement of Opportunity or NASA Research Announcements (NRAs) processes, and science program goals to formulate program solicitation requirements and evaluating flight project science mission proposals; experience with all phases of the project management process and performing systems engineering and integration and test practices for science missions to support the mission and investigative evaluations and selection process.

Education

You must have successfully completed a bachelor's or graduate degree with a major in either a) engineering from a college or university that has ABET accredited engineering programs or b) Physical Science, Mathematics, Life Science, Computer Science*, or other field of physical science.
*Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.

Degrees in engineering technology are not considered to be qualifying for this position.
