Duties

As an Innovation Program Manager, you will develop and promote an innovation program that drives organizational change. You will function as the agency lead for building acceptance strategies, sustainability plans and outcome measures for programs, initiatives, projects and services to improve program performance. You will serve as a liaison between senior management, subject matter experts, external partners, external agencies and businesses leading innovative initiatives. Duties include but are not limited to:

1. Serves as a technical authority in managing and curating the NRC's innovation program to identify specific opportunities and general themes for further exploration and development. Works closely with executive leadership to understand and support overall agency goals.

2. Leads and directs a large group of innovation representatives from across the agency on innovation tasks. Leads the innovation community in the agency's Change Agents Network.

3. Manages a technology platform that enables the collection, display and management of innovation ideas across the agency. Coordinates research and insights from internal and external resources to improve the NRC's innovation program and prioritize focus areas. Facilitates the innovation process from idea creation to implementation.

4. Develops and implements a communication strategy to update the NRC staff on the agency's innovation program. Reports to agency executive leadership, Commission, and Congress on the status of the innovation program. Develops, tracks, and reports on qualitative and quantitative metrics for innovation. Serves as the key contact for internal and external engagement on innovation.

5. Serves as the Contracting Officer's Representative (COR) on the Innovations contract. Continuously researches the innovation landscape and keeps agency leadership updated on new developments or opportunities. Develops, facilitates, and directs external crowd-sourcing capabilities, including contract development, contractor selection, Memorandum of Understanding creation with external agencies, contract management, innovation idea creation, and innovation solution facilitation.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (13) in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as experience that demonstrates development or implementation of innovative activities or knowledge of organizational change management.
