Duties

This opportunity provides the selectee with the opportunity to work across the spectrum of CISA's international efforts. The selectee will be able to enhance his or her international affairs, communication, briefing and strategic thinking skills while carrying out critical work to advance CISA's priorities in international fora. The selectee will be able to enhance his or her external experiences, international affairs understanding, communication, briefing and strategic thinking skills while carrying out critical work to advance CISA's priorities in international for a as envisioned under the newly released CISA Global Strategy.
Specific elements include:
  • Support the development and implementation of international policies and initiatives in support of the CISA and DHS missions and international policy objectives.
  • Identify CISA international engagement priorities and objectives globally.
  • Organize and participate in multinational seminars, substantive exchanges, and training activities.
  • Represent CISA in a variety of engagements; understand CISA priorities and communicate them effectively to stakeholders.
  • Foster collaborative relationships across the inter agency (including the Departments of State, Justice, Energy and others) that support CISA international priorities
  • Prepare CISA officials, subcomponents, and senior officials for meetings with international partners.
  • Develop memos, talking points, briefings and other correspondence for senior leadership
  • Participates in, drafts readouts and tracks meetings, events, hearings and other engagements with business executives and government officials.
  • Performs research and monitoring to obtain knowledge of relevant policy and international affairs issues, as well as economic/market developments to proactively identify emerging issues and support strategy development.
  • Depending on COVID-19 travel restrictions, this assignment may require international travel to support mission objective and policy goals.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Must have experience and advanced proficiency using Microsoft Office (PowerPoint, Excel, Word, etc), Microsoft Teams, WebEx, and Zoom software.
  • Excellent written and verbal communication skills. Public speaking experience is desired.
  • Must be comfortable working under pressure in a fast-paced environment and to work projects both individually, as tasked, as well as collaboratively as part of a team
  • Must have sound professional judgment and editorial skills
  • Must have experience translating complex information into engaging and succinct content for target audiences.
  • Must have strong skills in communicating complex, technical or policy issues to diverse, non-technical audiences, including in an international setting.
  • Must have strong interpersonal, conflict resolution and negotiation skills to work cross-sectionally to accomplish objectives and achieve results

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
