Duties

The mission of the CBP Watch is to support the operational environment at the tactical, operational and strategic levels, and proactively address threats and incidents. The CBP Watch maintains global situational awareness of CBP employees and activities with 24/7, comprehensive situational awareness of the intelligence and operational environments, and provides vital services and information to the Commissioner and the other principals of CBP by leading the 24x7 Commissioner's Situation Room, facilitating communication between CBP Headquarters and the operational field elements, and managing significant incidents from across the CBP Enterprise.

The incumbent of this position serves as the Deputy Director for the CBP Watch. He/she is responsible for, but not limited to, the following:

- Assisting with and overseeing operational and situational awareness of current threats to the security of the nation and its borders, and ensuring CBP significant incident reporting requirements are in compliance with DHS and CBP directives, programs and policies;

- Managing and directing the facilitation, processing and dissemination of information , under the guidance of the Director, to develop a complete common operating picture for significant issues of interest to CBP and DHS management officials;

- Coordinating the review and analysis of all policy proposals of direct interest to the CBP Watch Director and subordinate organizational leaders; recommending if proposals should be endorsed as presented, returned for changes, or presented to the CBP Watch Director and subordinate organizational leaders with comments;

- Conducting and evaluating a wide range of confidential studies and reports for the CBP Watch Director, which are designed to assist in the interpretation of vast arrays of information. Advising the Director on the implementation of legislation bearing on the security and economic well-being of the Nation;

- Supervising division directors of the Operations Watch and Preparedness Division, which consist of incident management functions, emergency operations, situational management systems, and the personnel recovery program; and

- Representing the Director in meetings and conferences involving high-level officials, counterparts and colleagues throughout DHS, CBP, the emergency management communities, and other Federal agencies.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at or above the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:

- Knowledge of law enforcement operations, policies and tactics.

- Knowledge of laws, authorities, regulations related to emergency management, and incident response.

- Knowledge of CBP's mission, operations, and objectives, with a working understanding of the role of intelligence in enabling CBP operations.

- Knowledge of the principles of intelligence research, threat analysis, and operational use of intelligence information and products.

- Knowledge of the operation of an intelligence program and how it relates to the national intelligence activity, and an understanding of the functions and operations of other federal intelligence entities as they relate to national infrastructure protection.

- Ability to direct the work of subordinates to accomplish organizational goals and priorities.

- Ability to utilize innovative strategies and initiate technological advances spanning the CBP enterprise to capture requirements and workflow enhancements.

- Ability to effectively communicate and coordinate with representatives of other agencies.

- Skilled with independent decision-making using sound judgment in complex, broad areas.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
