Full Time Position

Overview
OPA is the City’s dedicated data, analysis, research, and evaluation team. The Office is responsible for informing decisions that enable the City to deliver efficient, effective, and equitable services for the Alexandria community. As such, this Performance Analyst position leads projects that provide insights and recommendations to improve the City’s service delivery in a highly collaborative environment. This position will specifically be responsible for analysis related to a portfolio of topics and departments such as public safety (e.g. Fire Department) and general government (e.g. Department of General Services). Given the Office’s responsibilities, there is a high degree of access to key stakeholders and leaders, giving the Performance Analyst the opportunity to work on a variety of projects and make a meaningful impact on Alexandria’s government and community.

We are seeking a Performance Analyst to join our small (four analysts, including this position, one director) and impactful team. The opportunity is best suited to someone who is self-motivated, creative, curious, patient, comfortable working on multiple projects simultaneously, and able to communicate complex findings to diverse stakeholders. Due to the variety in our projects and role in the organization, we are looking for someone who can effectively apply a wide range of analytic techniques and methods as well as successfully navigate within a dynamic and complex organization.
The Opportunity
  • Conducting analysis projects that identify insights, findings, and make recommendations to help understand and improve the City’s services. Analysis projects are typically written reports presented to department stakeholders, department director(s), the City Manager, and/or City Council. Projects focus on critical service delivery challenges and questions of import for the City Manager and departments. These projects range in time requirements, complexity, methods, topic areas, and scope. For example, past projects have included researching, analyzing, and recommending improvements on employee overtime, vehicle crashes, and taxi regulations.
  • Creating and facilitating the use of dashboards for internal and public business intelligence byusing Tableau or similar software to build useful, interactive, and compelling data visualizations. This requires working closely with departments to select indicators, visualize data, and establish a repeatable, collaborative monitoring process to track progress and identify challenges for analysis. Past projects have included internal business intelligence dashboards on employee turnover and proactive financial monitoring for auditing purposes as well as key indicators for transparency to the public.
  • Centralizing data for analysis and dashboards by identifying the source data system, working with data system owners on business processes, cleaning datasets, verifying the accuracy of datasets, and being sensitive to the handling of protected and personally identifiable data. Data sources range in complexity, quality, storage type, and sensitivity.
  • Serving as the lead analyst for a portfolio of departments, cross-department issues, and/or priority topics potentially including public safety (e.g. Fire Department), general government, (e.g. Department of General Services), and more. This involves leading relevant projects, directly working with stakeholders and leaders at all levels, building relationships, spending time on-site, understanding the assigned department’s issues and challenges, developing new projects, and collaborating within OPA on cross-department topics.
  • Helping to grow a fact informed, high-performance culture in Alexandria that may include conducting trainings on maintaining, using, and understanding data and analysis, advising your portfolio of departments on analytical issues, supporting the growth of business intelligence in the City, leading scientific surveys, and/or supporting the multi-departmental High Performance Organization effort.
  • Sharing in the collective management of the OPA team. OPA is a small yet impactful team, and analysts are expected to contribute to the strategic direction, growth, and the knowledge, skills, and abilities of the team.
  • May be assigned other duties due to the dynamic atmosphere of the City government and the City’s commitment to analytics.

About the Department
The Office operates as internal consultants for the City, working with all departments and the City’s leadership. The team consists of four Performance Analysts, including this advertised position, who are led by the Director. The Office is regularly recognized as a national leader.
The Office develops, collaborates on, and presents analysis, research, and evaluation reports, internal business intelligence, public dashboards, and results from scientific surveys on a wide range of priority topics. This is accomplished by using Tableau (server, desktop, prep), R Studio, Python, and MS Office software.

Minimum & Additional Requirements

Performance Analyst I Minimums: Bachelor’s degree in public policy, statistics, data science, public administration or related field of study and two years of relevant experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Performance Analyst II Minimums: Bachelor's degree in public policy, statistics, data science, public administration or related field of study and three years of relevant experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

This position requires successful completion of a criminal records background check prior to employment.
