Duties

This position is located in the Department of Labor, Office of the Solicitor (SOL), Management and Administrative Legal Services (MALS) Division, Financial Management Office (FMO).

MALS is responsible for the overall management of the Office of the Solicitor's budget. The functions of the Financial Management Office include Budget Formulation, Allocation and Execution, Procurement Actions, and Travel Management. The FMO Budget Analyst reports to the Chief of the Financial Management Office and assists in providing financial services to SOL's national and regional offices. The incumbent will provide financial support to MALS and SOL senior leadership and perform other duties as assigned in support of the FMO and SOL.

The incumbent performs any combination of the following duties as assigned. All assignments are interchangeable.
  • Execution duties include analysis of programs and policies for the National Office (NO) and Regional Offices (RO) to assure that sufficient funds are available to carry out the program and preclude over obligation of funds.
  • Interprets budgetary policies and practices implementing legal and regulatory controls over the apportionment, allotment, allocation, and obligation of appropriated funds.
  • Provides quantitative and qualitative analysis for inclusion in management reports.
  • Aids in budgetary execution actions and performs a wide variety of administrative and analytical duties.
  • Develops or contributes to the agency level monthly overview product which includes analysis and projection of salary and benefit expenses.
  • Provides management and assistance to agency users of the government purchase card program and travel system.
  • Ensures correct accounting lines are obligated, travel vouchers are submitted and reconciliations accomplished.
  • Develops spend plans and monitoring of NO and RO obligations.

Qualifications

GS-11

Applicants must have 52 weeks of Specialized Experience equivalent to at least the next lower grade level, GS-09, in the Federal Service.

OR

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

Specialized experience is defined as demonstrated experience: (1) having comprehensive knowledge of budget processes, policies, procedures, and regulations to assure the budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives; (2) analyze and recommend solutions to budgetary problems in execution phase of budget administration; (3) monitoring the execution of funds; (4) preparing and presenting analyses of financial data; and (5) advanced knowledge and experience using Microsoft Excel to develop macros, formulas, links, pivot tables, and subsequent data analytic tools.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.

Specialized experience is defined as demonstrated experience: (1) performing a full range of budgetary functions and advisory services to include monitoring and analyzing changes in program execution and providing sound advice and recommendations in light of challenges such as conflicting budgetary objectives, fiscal restrictions, changing guidelines, or shortfalls of financial reporting systems; (2) utilizing policies, procedures, and requirements in order to manage the efficient execution of the budget; (3) projecting expenses, performing cost benefit analysis and performing trend analysis; and (4) expert knowledge and experience using Microsoft Excel to develop macros, formulas, links, pivot tables, and subsequent data analytic tools
