The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

As a Senior Manager you will:
  • Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.
  • Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
  • Oversee the revision of long range plans, goals and objectives for the work directed.
  • Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  • Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed.
  • Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.
Additional Duties:
  • Manage Accounts Management programs, including different types of telephone calls and various paper programs.
  • Balance telephone and/or paper adjustments workloads to ensure adherence to phone schedules and/or maintain a current adjustment inventory.
  • Manage work in a dynamic environment that is constantly changing.
  • Manage a large workforce of both permanent and seasonal employees, in a Campus or Call Site, to provide the best possible service to customers.
  • Proactively identify problems and provide recommended solutions.

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • Subject to a 1-year supervisory or managerial probationary period (unless already completed).


Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SENIOR MANAGER BASIC REQUIREMENTS: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service. Specialized experience for this position includes: 1 year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate:
  • Experience applying management techniques, methods, theories, principles and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment and space, and to accomplish program objectives through combined technical and administrative oversight;
  • Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others;
  • Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled;
  • Experience applying budget and fiscal methods used in establishing and maintaining an organization;
  • Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.

AND
Experience with the workflow, timing and work processes of Accounts Management, including various types of telephone calls and/or paper programs; Experience balancing a large workload, consisting of phones and/or paper, within a call site or campus environment; Experience managing a large workforce of both permanent and seasonal employees; Experience adjusting priorities as necessary to respond to or address changing customer demand.
