Full Time

  • Develops policies, plans, and procedures to ensure the continued reliability, security and accessibility of systems, network, and data infrastructure.
  • Leads departmental deployment of security systems technologies for a variety of administrative, financial, technical and security applications; and provides authoritative input on all matters pertaining to security services.
  • Prepares and presents formal and informal briefings to chain-of-command management on assigned projects and to other bureau/offices involving IT information security services (e.g. in-briefs and out-briefs).
  • Evaluates and implements security products, procedures and/or requirements to ensure systems meet applicable integrity requirements.
  • Provides expert advice, counsel, and instruction to senior management on cybersecurity issues and conducts decision-type briefings, as required, to perform missions and achieve goals and objectives.
  • Ensures critical mission systems are in compliance and consistent with the Department's IT Security Program and enhance interoperability and integration for business applications and IT infrastructure.

In addition to the Specialized Experience identified below, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • For the GS-14: Applicants must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, experience in: applying security principles to common structures, processes and techniques of IT system development, operations and maintenance; experience in leading Blue and Incident Response Team; managing Major Incidents at the enterprise level while coordinating IR efforts with customers and vendors; developing and maintaining SOPs, TTPs, CONOPS, executive briefings; extensive knowledge of Cyber Security Frameworks and standards such as : NIST CSF Frame work, MITRE ATT&CK, MITRE D3FEND, NIST IR Lifecycle and Cyber Kill Chain; experience conducting Deep Network and Host Forensic Analysis; extensive experience and knowledge of coding and scripting languages - PowerShell, Python, Snort/Suricata, Yara rules; knowledge of OSI Model, Operating System's Processes, event and system logs; extensive experience in conducting, network, host, email and file forensic analysis.

    Additional information

    The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

    Stipulations of Employment:

    Selection may require completion of a 1-year probationary period.
