Duties

  • Serves as a Management and Program Analyst in the US Army Garrison APG Directorate of Public Works (DPW), Business Operations and Integration Division (BOID).
  • Responsibility for formulation, forecasting, implementation, and maintenance of engineer analysis programs in support of the Installation Management Command (IMCOM) mission and priorities.
  • Utilize an automated enterprise system (i.e. General Fund Enterprise Business Systems (GFEBS)) to track and manage contract data project activities.
  • Serves as DPW?s Contract Management Support Officer (CMSO) to ensure proper management of DPW contracts, in accordance with Army Contracting Command and IMCOM policies.
  • Analyzing contract data and making recommendations on improvements.

  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-12 Minimum Qualifications :: Specialized experience is defined as work that involves (1) analyzing program data (e.g. financial, contract, etc.); (2) utilizing an automated budget/financial system (such as but not limited to General Fund Enterprise Business System (GFEBS), etc.) to manage and track contracts and acquisitions; (3) participation in program/project management activities (i.e. development, tracking, and/or monitoring budget, activities, milestones, etc.); and (4) providing advisory services and recommendations on contract management issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

GS-11 Minimum Qualifications:: Specialized experience is defined as work that involves (1) analyzing program data (e.g. financial, contract, etc.); (2) utilizing an automated system (such as but not limited to General Fund Enterprise Business System (GFEBS), etc.) to manage and track contracts and acquisitions; (3) assist in resource and/or financial management activities (i.e. Government Purchase Card, budget formulation, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Business Management. OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement:
GS-12 :: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
GS-11 :: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
