  • You will assist program managers and staff officials in interpreting the impact of and planning for financial/budgetary program changes.
  • You will perform or advise on work in any of the phases or systems of budget administration.
  • You will formulate budgets and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
  • You will review and evaluate budget requests, and control reporting of obligations and expenditures.
  • You will assist the program managers in the financial audit process as well as the financial planning, programing, budgeting and execution process.
  • You will develop, determine and interpret budgetary policies and practices; and possess the ability to apply skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions.
  • You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations and implement legal and regulatory controls over approved budget.
  • You will provide advice on effective and efficient methods for acquisition and use of funds to support the organization's programs and activities, especially financial management planning, programming, real property and leasing.

  • This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.


Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience applying financial program management, and best practices of financial management for medical facilities, safety, public health, environmental, real property & leasing, and logistics programs for in the program areas of medical administration, medical education and training, medical research labs, veterinary treatment and medical warehousing;
  • Experience utilizing methods and processes of financial planning and execution, financial auditing, acquisition, and financial management computer data systems;
  • Experience with the financial planning, programming, budgeting and execution process;
  • Experience managing and administering financial and audit documentation to include functional analyses, and economic analyses;
  • Experience in identifying, analyzing and resolving a range of budgetary problems;
  • Experience in analytical reasoning, including the ability to apply skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions.
