Duties

The primary purpose of the position is to serve as the Operations Research Analyst. Typical work assignments include:
  • Collaborate with stakeholders to develop metrics to report so senior management and recommend additional metrics.
  • Lead the cost estimating and financial analysis support to Budget.
  • Conduct special studies of cost related issues.
  • Identify pertinent laws, regulations, policies, and precedents relating to budget.

Qualifications

You may qualify for the GS-13 grade level, if you possess at least one year of specialized experience equivalent to the GS-12 grade level performing the following duties:
  • Prepare, implement and defend the use of various cost estimating methodologies (analogy, engineering buildup, parametric, etc.) based on data availability.
  • Lead the development of cost estimating plans and mathematical models to support Life-Cycle Cost Estimates (LCCEs) development.
  • Utilize knowledge of the acquisition and/or procurement processes to inform the LCCE .
  • Research and recommend procedures for the collection of cost and related data from various sources to support LCCE development.
You may qualify for the GS-14 grade level, if you possess at least one year of specialized experience equivalent to the GS-13 grade level performing the following duties:
  • Perform statistical analysis using analysis tools (Excel, SAS, ACEIT, etc.) to determine the applicability of each CER to its intended cost element.
  • Prepare short- and long-range planning guidance in accordance with broad program policies,
  • Develop written policies and procedures to assist with the data collection process.
  • Lead the assessment of determining program affordability by comparing cost estimates against funds allocated towards the program by the department.

You will receive credit for all qualifying experience, including volunteer experience.

Education

This job does have an education qualification requirement. To met this requirement you must have:

A. A degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

OR

B. Successfully completed a bachelor's degree (or higher) with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Examples of acceptable courses: optimization: mathematical modeling; queuing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involves application of operations research techniques and methodologies to problems of management, marketing, system design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite.

Promotion Potential:

This is a non-supervisory position.
