Duties

You will serve as an Information Technology Cybersecurity Specialist (PLCYPLN/INFOSEC) and be responsible for directly managing radio frequency (RF) long range communications projects.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Develop methods to monitor and measure risk, compliance, and assurance efforts.
  • Provide advice on project costs, design concepts, or design changes.
  • Evaluate the effectiveness of procurement function in addressing RF communication requirements and supply chain risks through procurement activities and recommend improvements.
  • Coordinate and manage the overall service provided to a customer end-to-end.
  • Ensure that appropriate Service-Level Agreements and underpinning contracts have been defined that clearly set out for the customer a description of the service and the measures for monitoring the service.
  • Work with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives.
  • Routinely exercises independent judgment and discretion when obtaining and leading confidential advance information of management's position with regard to RF communications contract negotiations and investments; performing studies that may result in changes of organizational structures or staffing levels requiring labor relation matters.

  • Obtain FAC P/PM-II or equivalent within 2 years of entry.
  • InfoAssurMgmtLevel II(IAM-II) or equivalent within 2yrs of entry.
  • You must be able to obtain a Secret security clearance.

Qualifications

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector.

Specialized experience includes the following:
  • Supporting and providing technical expertise for long range Radio Frequency (RF) communications systems
  • Experienced with System Engineering Life Cycle (SELC)
  • Performing Engineering Change Proposal lead functions providing management support and technical expertise on long range RF communication systems to include: transmitters, receivers, amplifiers, antenna couplers, and antenna systems
  • Leading teams to develop or oversee the development of requirements, specifications, work statements and other appropriate procurement documents for RF communication systems, equipment and/or services based on user requirements and an understanding of the underlying technology and the goals of the organization.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Selectee(s) for this position who are newly appointed to a permanent position prior to September 30, 2022 are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

Selectee(s) for this position who are newly appointed to a permanent or term position prior to September 30, 2022 may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.

Selectee(s) for this position who are current federal employees on permanent appointments who are appointed prior to September 30, 2022 and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.
