Duties

The incumbent serves as the IHS Scholarship Branch Chief and oversees the management activities of the IHS Scholarship Program (IHSSP) to include developing, directing, and managing the IHS Preparatory, Pre-graduate, and Health Professional Scholarship Program. The IHS Scholarship Branch Chief is responsible for administering, monitoring, and evaluating the IHS Scholarship Program authorized under the Indian Health Care Improvement Act (IHCIA): Section 103 (Health Professions Preparatory Scholarship Program for Indians), Section 104 (Indian Health Professions Scholarship Program), Section 105 (IHS Externs Program), and other funded programs authorized under the IHCIA. The Scholarship Branch Chief is responsible for advising the Director, Division of Health Professions Support and other agency stakeholders on the IHS Scholarship programs, objectives, policies, and priorities; providing leadership, direction, and oversight of agency wide scholarship programs that support the IHS organization, Tribal, and Urban programs; developing and maintaining metric-based strategic and operational direction, outreach, and placement to ensure a current and future high quality work force; collaborating with the Health Professions Support Branch and the IHS Loan Repayment Branch on agency priorities.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: developing, directing, and managing an agency-wide administrative program such as a scholarship program, recruitment and retention program, academic program, healthcare related program; advisor on agency objectives, policies, and priorities evaluating or analyzing administrative processes and recommending solutions; coordinates or recommends budgets for funds and resources; and providing supervision, leadership, or direction to employees and their work; analyzing demands for resources, assisting in establishing organizational structure and guidelines.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information

Per IHS policy ( SGM 21-04 ) and E.O. 14043 , IHS selectees must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask is required. Regular testing for COVID-19 will be required for staff located in federally operated hospitals, health centers, and clinics. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions for submitting a request for a legally required exception, if needed.

Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement within 30 calendar days of receiving notice to do so, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling. These flexibilities may be requested in accordance with the HHS Workplace Flexibilities policy.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required.
