Duties

This position is located in EPA, Office of Inspector General (OIG), Office of Management (OM), Human Resources Directorate (HRD). The Office of Management serves as the corporate focal point, under the Immediate Office of the Inspector General. OM is responsible for organization-wide coordination and leadership in promoting the most efficient use and accountability for OIG resources in effectively achieving its mission and strategic goals. The Human Resources Directorate provides operational support for Human Resource activities such as recruiting and staffing while the Human Capital component addresses employee development and employee relations.

Responsibilities
The ideal candidate will perform the following duties:
  • Advise leadership of future workforce needs through the analysis of required activities, competencies, and other strategic considerations.
  • Conduct periodic and comprehensive evaluations of ongoing workforce planning development functions to work towards ensuring such goals are met. Recommends actions necessary to maintain or improve the quality or quantity of the EPA OIG workforce.
  • Design and manage an EPA OIG wide process of organizational development that addresses issues such as succession planning, superior workforce development, training development, performance management, key employee retention, organizational design, and change management.
  • Manage projects related to the communication and collection of critical workforce information/data, leveraging employee satisfaction surveys, agency operational assessment and surveys, newsletters, employee focus groups, and one-on-one meetings.
  • Assist in reporting that includes current workforce data of the organization and staff. Performs analysis to identify gaps between current workforce characteristics and the workforce required to achieve the OIG's mission and strategic goals in the future

This is a Public Trust Position. Employment in this position requires a background investigation. Qualifications

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-12: 1) Conducting analysis to identify and assess workforce competencies, characteristics, and trends; 2) Designing and implementing workforce development plans to enhance the organization effectiveness in meeting its workforce goals; and 3) Evaluating workforce development programs to assess an organization's workforce planning efforts.

GS-13: 1) Applying human capital and human resource management and laws, principles, systems, methods and practices sufficient to provide expert recommendations; 2) Using judgment and analyzing principles, laws, regulations, policies, and procedures related to recruitment, human capital management programs, employee and management development programs, and other HC programs; 3) Applying a wide range of analytical and evaluative methods and techniques used to gather, analyze and evaluate information and the ability to integrate data to make recommendations, interpret policies and issue guidance; and 4) Developing reports, justifications and recommendations in written form; ability to complete presentations, orientations, or briefings to all levels of staff, management and senior executives.
