Duties

This Personnel Psychologist position is located in the Human Capital Policy & Career Programs Division within Human Capital (HC), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serves as lead on career management-related projects to address complex human capital issues in support of TSA's mission. Duties include but are not limited to:
  • Develops and conducts comprehensive job analysis, talent management, career progression, leadership development and/or career inventories to the major duties and competency modeling studies requiring extensive research, literature reviews, and focus groups to support effective data collection, survey design, and subsequent data analysis.
  • Validates tests for use in employee placement and training/skill gap analysis. Analyzing tests for validity, reliability, adverse impact, and differential prediction, and assisting in developing norms and standards for use in employment decisions.
  • Conducts Transportation Security Administration (TSA)-wide conducting TSA-wide surveys to assess workforce attitudes and measure issues such as satisfaction, retention, and employee engagement.
  • Conducts analysis of survey data and prepares reports of findings and prepares recommendations for action planning.
  • Communicates technical information to a variety of audiences, including TSA leadership, management, and stakeholders; collaborates with project teams, stakeholders, and contractors to conduct assessment projects.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

In addition to the Basic Education Requirement, to qualify for the SV-H Pay Band (equivalent to GS-11/12), you must have one year of specialized experience at the SV-G or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Applying basic industrial/organizational psychology principles, methods or theories; and
  • Providing assistance in any of the following areas: talent management, career progression, career/leadership development, career inventories or competency modeling.

In addition to the Basic Education Requirement, to qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Applying industrial/organizational psychology principles, methods or theories; and
  • Applying industrial/organizational techniques or methods to any of the following areas: talent management, career progression, career/leadership development, career inventories or competency modeling.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses from an accredited college or university, which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Education

BASIC EDUCATION REQUIREMENT: Applicants must have a four-year degree or higher with a major or equivalent in Psychology for this position. You must attach copies of your transcripts to this application to verify your degree(s). These can be unofficial copies.

A degree in Industrial/Organizational Psychology is desirable.
