Duties

1. Applying background experience, analyzes, develops, and evaluates issues, and develops detailed plans, goals, objectives, and recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations for long-range implementation.
2. Provides authoritative guidance, advice, and policy interpretation to program managers concerning management advisory services and their impact on joint training issues while dealing with difficult, complex, and often controversial issues.

4. Makes effective use of the Workload Management System (WMS) and Joint Staff Action Processing (JSAP) to capture, document, and disseminate information on training-related action items and other time-sensitive tasking to J7 components and other cyberspace operations program partners.

  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-13 position in the Cyber Excepted Service (CES) The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include:
Expert knowledge and recognized high degree of skill in selecting, adapting, and applying of a wide range of qualitative and quantitative methods for the assessment and improvement of difficult and complex enterprise- level plans and programs for training and instruction programs that are critical to the conduct of major cyberspace operations. Such analyses include development of justifying information and logical bases for advocating for adoption of new and innovative training strategies and methods in response to operational needs associated with emerging cyberspace concepts, mission capability needs, acquisitions, or similar high-level program elements. . Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods sufficient to participate in the assessment and improvement of command level plans and programs to develop the staff and subordinate element staffs, or to define and clarify alternative solutions.
2. Knowledge of education and training program goals and objectives, the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of planning actions related to training events, and the relationship of the various command and external entities involved in training planning and execution.
3. Knowledge of the application of education and training program expertise as it applies to assigned programs and assigned missions.
4. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
5. Ability to participate in study teams, originate new ideas, projects, and methodologies; and executive projects within established Joint Training System and/or time constraints. . Ability to develop and utilize appropriate data collection methods and to design, build, and apply model and simulation techniques.
6 Ability to plan, organize, and negotiate effectively with analysts and management to accept and implement recommendations where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
