Duties

Providing subject matter expertise and analytic support to ABP-300 and other CIT members on budget formulation requests, program status, funding status, and budget trends. Supporting the development and conduct of training on the identification, analysis, and presentation of capital funding needs. Assignments include providing guidance to less-experienced professionals; leading project/ program teams; designing and recommending solutions to complex problems; preparing and reviewing management reports and/or contractual documents; and developing and recommending improvements to systems and/or processes to improve operational efficiency.

Developing and maintaining the CIT schedule, agenda, and repository, including coordinating with the Joint Resources Council Secretariat, Program Management Organization, and other stakeholders to identify CIT agenda topics and determine priorities.

Facilitating CIT meetings, including establishing goals for the meeting, tracking actions for completion, and documenting decisions.

Coordinating budget formulation activities, including establishing the formulation schedule and communicating timelines to the CIT members, CIT support, and budget community. Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules.

Supporting programs as they identify and analyze funding needs, providing subject matter expertise to programs on the analysis needed to identify funding requirements and assess carryover funding.

Working collaboratively and communicating effectively with others across lines of business, managing multiple tasks and projects simultaneously and independently in a fast paced results driven environment. Contacts are internal and external. Work collaboratively and communicate effectively with others across Line of Businesses (LOB) and Staff Offices (SO), supporting or leading task groups of line and staff professionals and manages multiple tasks and projects simultaneously in a fast-paced, results-oriented environment.

Analyzing financial, schedule, and programmatic data to solve problems and communicate solutions across various levels of expertise including program managers, engineers, and business management specialists.

Work is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. The work activities impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB/SO and often has an impact on the objectives of the FAA. The work regularly affects internal and external customers.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
  • IN ADDITION TO MEETING THE BASIC REQUIREMENT, ALL APPLICANTS MUST DEMONSTRATE POSSESSION OF SPECIALIZED EXPERIENCE.

SPECIALIZED EXPERIENCE:

*Experience recovering and examining large amounts of data from multiple sources, to identify; new trends, unknown shortfalls, and align 200 programs to Agency priorities.
