Duties

1. Leads the USCYBERCOM data governance effort to create guidance for data frameworks and policies for increased value and usage.

2. Directs USCYBERCOM data governance efforts.

3. Collaborates across DoD and the IC to support data governance efforts at large, and works to resolve issues and obstacles preventing the consistent implementation of DoD and USCYBERCOM guidance.

4. Exercises senior supervisory personnel management responsibilities.

  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime

  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1
  • It is highly desired that the incumbent of this position should possess (or obtain within a reasonable period following assumption of these duties) the Certified Data Management Professional (CDMP?) Practitioner certification from DAMA International

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below:

BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge of and skill in leveraging emerging information technologies and concepts, and best practices for data governance, big data solutions, and analytic design in support of military planning operations; knowledge of data routing, data formatting, data storage, and data processing concepts, methods, and facilitating technologies and tools; knowledge of and skill in applying safety, security, personnel management, and EEO regulations, practices, and procedures.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge of and skill in leveraging emerging information technologies and concepts, and best practices for data governance, big data solutions, and analytic design in support of military planning and operations.
2. Knowledge of data routing, data formatting, data storage, and data processing concepts, methods, and facilitating technologies and tools.
3. Ability to lead development and staffing of strategic data management policy and standards, to obtain buy in from stakeholders, and to lead its tactical implementation over time.
4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate complex information verbally and in writing, and to make presentations to elicit the support of senior-level leaders.
5. Skill in applying program/project planning and management concepts and methods, and in leading multifunctional teams.
6. Knowledge of and skill in applying safety, security, personnel management, and EEO regulations, practices, and procedures.
7. Knowledge of U.S. statutes and DoD policy authorizing activities allowed to be undertaken by military cyber operations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
