Duties

The DAS advises and, as requested, represents the Secretary and Deputy Secretary on matters affecting program and budget management of the Department, including liaison with the Office of Management and Budget, and with the Congressional Budget and Appropriations Committees, in coordination with the Assistant Secretary for Governmental Affairs. The DAS advises the Secretary and Deputy Secretary on the adequacy of performance of Departmental operating, capital, grant, and research, development and demonstration programs in achieving Departmental objectives. In addition, performs both short-term and long-term evaluations and analyses of the impact and effectiveness of Departmental programs and major systems in achieving their objectives and establishes criteria for program evaluation by the operating elements.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.

1. Demonstrated knowledge of, and experience with major Federal financial requirements such as the Chief Financial Officers Act, the Government Performance and Results Modernization Act, the Office of Management and Budget's (OMB) Circular A-11 and other major Federal Budget Processes,, compliance with Federal Financial Management Improvement Act, OMB Circular A-123, Federal Acquisition Regulations, Federal Travel Regulations, and all major federal financial practices and principles. Demonstrated knowledge of, and experience with the Foundations of Evidence Based Policymaking Act as this position will also serve as the Department's Chief Evaluation Officer.

2. Demonstrated knowledge of, and experience with multiple and mixed Federal fund types including appropriations, authorizations and trust funds and working capital/revolving funds and experience in addressing and resolving complex budget formulation and budget execution issues and/or complex financial and program performance audit issues and findings.

3. Extensive experience leading a senior staff and managers responsible for a range of financial management functions to include budgeting, accounting, audits, acquisitions, and developing creative and innovative solutions to complex financial, budget and acquisition matters. Demonstrated ability to coordinate with appropriate officials within and outside a large organization to oversee policy development and compliance.
