Duties

  • You will utilize pre-award and post award procedures to plan and conduct the contracting process from the description of the requirements through contract delivery, requiring a knowledge of two or more contract functions.
  • You will review proposed contractual actions for conformance with regulatory requirements and procurement practices.
  • You will serve as a recognized expert to develop and implement recommendations and solutions to contract problems, risks, and outcomes in the pre-award and post-award procedures.
  • You will utilize negotiation techniques to meet and reach agreement through discussion with a proposed contractor on the price and performance terms, and to set forth all these terms in a procurement document.
  • You will oversee and ensure compliance with the terms of contracts.
  • You will resolve disputes and other problems concerning obligations of either the Government or the contractor, and negotiate contract modifications.
  • You will represent the Government in terminations for convenience or default and in claims and settlements.
  • You will conduct or participate in negotiations on cost and/or price issues.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field XXXX Level XX. If you are not certified you must achieve certification within 24 months of appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Per E.O. 14043, selectee(s) must be fully vaccinated for COVID-19 by date of employment except in limited circumstances where an exemption is approved due to a disability or sincerely held religious beliefs.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field (C) Contracting, Level III. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to travel on short notice and for an extended period of time.
  • Positions filled may require Temporary Duty (TDY) travel approximately 65% of the time.
  • You may be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Positions filled may require Top Secret, Top Secret (SCI), you will be notified at the time of selection the security requirement.
  • Successful completion of a pre-employment drug test (including marijuana) may be required. A tentative offer of employment may be rescinded if you fail to report to the drug test appointment or pass the test. You may be subject to random testing.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector as a professional contract specialist conducting price/cost analysis for pre-award and post-award functions. Examples of qualifying experience may include: analyzing fund expenditures to measure the effectiveness, efficiency, or productivity of contracting or procurement efforts; analyzing price or cost data to administer or recommend the award of contracts; providing financial recommendations based on direct and indirect cost reports and data extracts; negotiating contract terms for procurement actions; conducting price or cost analysis of programs; and/or monitoring contractor performance for compliance with negotiated contract terms.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

Additional information

The NH-03 broadband level encompasses positions equivalent to GS-12 and GS-13 grade levels.

Positions may have a control point; thus the salary range may be capped at GS-13, Step 05. If your current salary is above this amount, your salary may be matched. (if applicable, e.g. NH and NJ)

Positions may be filled at the NH-03, GS-12 or GS-13 level.

This announcement may be used to fill Supervisory positions.

Security clearances may vary (Confidential, Secret, Secret (SSBI), or Top-Secret) depending on the position.
