Duties

As a Traffic Management Specialist your typical work assignments may include:
  • Plans, develops, and implements PCS Program policies and procedures that provide guidance and support to transferring DEA employees.
  • Negotiates and coordinates with service providers, and research and confirmation of authorized entitlements.
  • Serves as an educator, advisor, and advocate to employees from PCS onset to completion of all aspects of their move.
  • Advises on regulatory and policy requirements relating to temporary housing, movement of household goods, vehicle shipment, miscellaneous expense allowances, required documentation to affect the move, and assists with appropriate and timely completion of necessary forms, travel orders, etc.
  • Monitors reports of shipment discrepancies, including shortages and damages, late deliveries, and inadequate equipment to identify trends in carrier performance.
  • Prepares materials for and moderates carrier evaluations

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. Qualification claims will be subject to verification.

For GS-09, you must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to GS-7. For GS-11, you must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to GS-09. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-09: Must have one year of specialized experience equivalent to at least the GS-07 Federal grade level performing such duties as applying Agency, Departmental, and Federal law and regulations governing travel and transportation programs in the Federal sector, e.g., Federal Travel Regulations (FTR), GSA's Household Goods Tender of Service and GSA's Centralized Household Goods Traffic Management Program, Department of State Standardized Regulations, Office of Personnel Management regulations, Civilian Board of Contract Appeal/Comptroller General, administrative law decisions, Agency policies and procedures; working with various automated systems; providing advice and guidance to Agency officials, staff, and employees.

OR Have a Master's or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D, if related; OR Have a combination of both, specialized experience and education.
Education
Major field of study must be in one of the following areas: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
GS-11: Must have one year of specialized experience equivalent to at least the GS-09 Federal grade level performing such duties applying Agency, Departmental, and Federal law and regulations governing travel and transportation programs in the Federal sector, e.g., Federal Travel Regulations (FTR), GSA's Household Goods Tender of Service and GSA's Centralized Household Goods Traffic Management Program, Department of State Standardized Regulations, Office of Personnel Management regulations, Civilian Board of Contract Appeal/Comptroller General, administrative law decisions, Agency policies and procedures; researching, analyzing, and resolving complex or sensitive transportation problems related to PCS (permanent change of station); working with various automated systems; developing policy and procedural documents; providing advice and guidance to Agency officials, staff, and employees.

OR A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related OR Combination of education and experience.

Major field of study must be in one of the following areas: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
